Opponents of public education are trying to sneak a private school voucher plan through the U.S. Congress. As a result of their late-night machinations, the House of Representatives could vote as soon as today on private school vouchers—the first voucher vote on the House floor in years.

What happened? Late last night, the House advanced an amendment Rep. Chip Roy of Texas proposed to the Parents Bill of Rights (H.R. 5). The full House will vote as early as today. The Roy Amendment would effectively create a new federal school voucher program and gut funding for our most disadvantaged public schools. Roy’s proposal would transform a program that provides resources for public schools with high concentrations of poverty and high-need students, known as Title I, into a private school voucher program.
This is a terrible proposal. Vouchers don’t work. They lead to declines in academic achievement and strip students of many rights and protections guaranteed to them in public schools. Vouchers also provide zero accountability to taxpayers, even as millions of dollars in public money are funneled to private religious schools.

Most importantly, vouchers fail to serve low-income students, which is the point of the Title I funding that Roy is proposing to gut. Even with vouchers, private schools are unaffordable for most low-income families because the cost of tuition and fees at private voucher schools generally exceeds the amount of the voucher. Vouchers typically help families with the money to cover those added costs, and in the end, the neediest students will suffer the most.
