President Joe Biden released his 2024 budget proposal with a clear focus on creating a more equitable economic system by increasing taxes on the wealthy and corporations and increasing investments in vulnerable communities, families, and children.
According to the White House, the president’s budget would:
- Increase the Medicare tax on earned and unearned income above $400,000 to extend the Medicare Trust Fund to about 2050.
- Provide health coverage for uninsured poor adults in states that have refused to expand their Medicaid programs.
- Expand affordable child care for 16 million children, investing $600 billion over a decade, plus a proposal for state-federal partnerships to provide universal free pre-school, including $13.1 billion in funding for Head Start.
- Provide $150 billion over 10 years to expand Home and Community Based Services so older people and people with disabilities can live in their communities with the help of care workers.
- Provide $59 billion in funding and tax incentives to increase the affordable housing supply and would add 200,000 new rental vouchers, including special help for youth aging out of foster care and Extremely Low Income veterans.
- Protect the SNAP nutrition program from cuts and calls upon Congress to expand eligibility for people returning from incarceration, poor college students and other vulnerable people.
- Establish 12 weeks of paid family and medical leave and 7 days of paid sick leave.

Restore the stunning poverty-fighting effectiveness of the expanded Child Tax Credit and Earned Income Tax Credit.
President Biden’s budget offers a clear contrast to right-wing extremists in Congress who are attempting to cut critical programs for working and low-income people.
The United States is the wealthiest country in the world. We can afford to invest in our future by increasing taxes on the rich and corporations, who have evaded their fair share for far too long.
