*NOTICE:*
*Increased Funding for State Loan and Investment Board?s American Rescue Plan Act (ARPA)*
*?Water & Sewer Program, HHS Capital Construction Program, and *
*Local Government Program*
*March 21, 2022*
Due to increased funding for the programs, the State Loan and Investment Board (Board) will hold a *Special Meeting on April 7, 2023 at 8 am* to again consider eligible applications that were received on or before January 23, 2023 for grants under the Board?s Water & Sewer ARPA Grant and the Health and Human Services Capital Construction ARPA Grant programs. Additional Local Government ARPA Grant program applications will be considered for funding at a later date.
During the 2023 Legislative Session, House Enrolled Act No. 0091 was enacted with the following appropriations to increase funding for the Board?s ARPA Programs:
*Water & Sewer ARPA Grant Program*
* $30 million dollar increase for eligible applications received on or before January 23, 2023.
* *No new applications *will be received under this program.
* All eligible applications which did not receive full funding under the Water & Sewer ARPA Grant program may again be presented to the Board for further consideration.
* Eligible water and sewer applications submitted under the Local Government ARPA program which did not receive full funding may be presented to the Board for consideration under this program if all Chapter 41-Water and Sewer ARPA Grant program requirements are met (i.e., required match amount (15%) and required approval status).
* *Should an applicant no longer require the full funding amount initially requested under this program in order to complete its project, please contact
[email protected] to update the amount requested in the project application no later than close of business Friday March 24, 2023.*
* *NOTE:* OSLI will not re-score any program applications under the Chapter 41 Rules, as the score is only advisory to the Board.
*Health and Human Services (HHS) Capital Construction ARPA Grant Program*
* $40 million dollar increase:
* $25 million available for the Board to award funding for eligible applications received on or before January 23, 2023.
* $15 million reserved for projects approved by the Board in 2022 related to inflationary costs, limited to $5 million per application.
"_Related to the $25 million HHS increase:_"
* *No new applications* will be received under this program.
* All eligible applications which did not receive full funding under the HHS program may be presented again to the Board for further consideration.
* Eligible applications submitted under the Local Government ARPA Grant program, which did not receive full funding, may be presented to the Board for consideration under this program, if all Chapter 40-Health and Human Services Capital Construction ARPA Grants program requirements are met (i.e., required match (50%)).
* *Should an applicant no longer require the full funding amount initially requested under this program in order to complete its project, please contact

"_Related to the $15 million HHS appropriation:_"
* At this time, OSLI will not accept applications related to the $15 million appropriation under the HHS program reserved for inflation-related costs for projects approved by the Board in 2022.
* OSLI will release information for this program *"after April 7, 2023"*, once the Board has made funding decisions concerning the additional appropriations for the Water & Sewer ARPA Grant program and the Health and Human Services Capital Construction ARPA Grant program.
* OSLI will send out a GovDelivery to announce when applications will be accepted for this new appropriation and application information will then be posted to the OSLI website. *Local Government Project ARPA Grant Program*
* The Wyoming legislature appropriated $20.3 million in additional funds for the Local Government ARPA Grant program, with $5 million reserved for infrastructure related to unmet affordable housing needs.
* This additional appropriation for the Local Government Project ARPA Grant program funding is open to applications submitted on or before January 23, 2023 and new applications.
* OSLI will release information for this program *"after April 7, 2023"*, once the Board has made funding decisions concerning the additional appropriations for the Water & Sewer ARPA Grant program and the Health and Human Services Capital Construction ARPA Grant program.
* OSLI will send out a GovDelivery to announce when applications will be accepted for this new appropriation and application information will then be posted to the OSLI website.
