Dear Neighbors,

Last Monday the Minnesota Legislature celebrated Sovereignty Day at the Capitol [ [link removed] ]. We had a chance to hear from the eleven federally recognized sovereign tribal nations in Minnesota and held educational presentations on a series of important issues to our native communities. As part of our government-to-government relationship, it was an important opportunity to hear from tribal leaders, recognize and celebrate the historic passage of the Minnesota Indian Family Preservation Act (MIFPA), and ensure that the voices and perspectives of Minnesota?s tribal nationals and Indigenous communities are heard in Saint Paul.

*Democracy Town Hall?*

Every Minnesotan should have an equal say in our democracy, no matter where they live or what they look like. On Sunday, I joined my colleagues in Rochester for a town hall on the Democracy for the People Act and our work to protect and strengthen our democracy. Thank you to everyone who showed up!

*Standing for Worker Safety?*

This week we had more hearings or worker safety and protections. We heard State Representative Dave Lislegard?s great Refinery Safety Act bill - an important bill to protect worker and community safety by ensuring that MN refineries are staffed with skilled workers at refineries. This bill creates safer work conditions at our oil refineries and enhances public safety for the communities surrounding the facilities. Thank you to the workers whose efforts have brought this bill forward

*Protecting Workers*

Imagine you work at Jimmy John?s here in Minneapolis, and you hear that a Jimmy John?s in St. Paul offers a better schedule, higher wages -- and is hiring! You?d submit your application, listing your relevant experience as a sandwich maker at the Minneapolis location, but you never hear back.

That?s because several companies include ?no-poach? or ?no-hire? clauses in their contracts with franchisees, an agreement that means franchisees cannot hire qualified individuals without explicit permission from another franchisee. In 2016 it was estimated that approximately 60% of franchises had such agreements in place. It?s unfair to workers, and that?s why I introduced a bill to protect workers by prohibiting no-poach provisions in franchise agreements. The bill was heard in Labor last week, where it passed with bi-partisan support. We must do all we can to defend workers.

*Minnesota Indian Family Preservation Act*

Last week, The Minnesota House passed a bill that would enhance child welfare protections under the 1985 Minnesota Indian Family Preservation Act, known as MIFPA. The legislation also affirms the state?s policy on Tribal-state relations, including the recognition of Tribes as sovereign nations and the recognition that Tribes have the inherent authority to determine their own jurisdiction for Indian child custody or child placement proceedings.?

This bill comes just in time, as there is uncertainty on the fate of the federal Indian Child Welfare Act, with the conservative-leaning US Supreme Court expected to rule on its constitutionality. This bill will ensure that Minnesota remains a place that protects Indigenous children and provides a lifeline to their culture.?

*Free School Lunches Signed by the Governor*

Throughout this session, House DFLers have been committed to ensuring Minnesota is the best state in the nation to raise a family and to be a kid. Part of that is providing world-class education to our students and addressing the needs of our kids and ensuring that no kid goes hungry.?

In Minnesota, 1 in 6 students are trying to learn on an empty stomach. Even with the current free and reduced lunch programs, kids are falling through the cracks. That is unacceptable and now that HF 5 [ [link removed] ] has been passed, it will ensure every child receives a free breakfast and lunch at school. This was the right bill to pass, for all Minnesota families.?
