COMMUNITY PROJECT FUNDING REQUESTS
Federal funding is critical to improving our communities. Last year, I secured $38.5 million in community project funding for LA-02. If you would like to apply for 2024 funding, please visit our website here.
COMMITTEES
I have been reappointed to the Transportation and Infrastructure Committee and appointed to the Homeland Security Committee where I will serve as Ranking Member of the Emergency Management and Technology Subcommittee.
LEADERSHIP
REGIONAL LEADERSHIP COUNCIL
I have also been tapped by Leader Jeffries to represent Region 7 on the Regional Leadership Council, led by Chairman Steny Hoyer. This position allows me to advance the needs of the region, ensuring our voices are heard.
CONGRESSIONAL BLACK CAUCUS
The Congressional Black Caucus elected me to serve as Second-Vice chair this Congress. I will work tirelessly to uphold the mission of the organization by fighting for African Americans and other marginalized communities to have every opportunity. Helping to lead the conscience of the Congress is incredibly meaningful.
HIGHLIGHTS FROM THE BIDEN ADMIN IN LA-02
ROAD HOME CLOSING
I hosted Secretary Marcia Fudge in Louisiana recently to announce the closing of the Road Home program. This program quickly became a burden for many families trying to rebuild their lives. Now, Louisianans can finally move on. The Road Home Program is officially closing and the lawsuits against our neighbors have been dropped. I discussed this more in a video which you can watch here.
USDA AND SBA
I was thrilled to have USDA Secretary Vilsack and SBA Administrator Guzman visit me in Louisiana to discuss Democrat’s commitment to equity in federal programs. They highlighted their promise to combat the climate crisis, address land management, and improve producers and forest landowners’ resilience. Additionally, the group discussed building a strong economy from the bottom up and middle out and creating new jobs and opportunities, including for small and underserved producers and businesses.
BLACK HISTORY 365
It has been wonderful to highlight the contributions of Black Americans throughout our history, while setting our sights on what we will achieve in the future. During February, I highlighted people in LA-02 who are making Black history right now. Learn about them here.

WOMEN’S HISTORY MONTH HIGHLIGHT
March is Women’s History Month, a time for us to celebrate the amazing lives and legacies of women throughout time. There are countless women making a difference in our world and many in our very own Second Congressional District. Here are some role models that I have already highlighted this month, and there are many more to come!
CARTER ON THE MOVE
CONGRESSMAN CARTER IN THE COMMUNITY
It is always a joy to see the changes happening in the community. I recently participated in the ribbon cutting for NASA’s new additions to the Michoud Facility in New Orleans East. This facility is known as America’s Rocket Factory and creates thousands of jobs. It was honored to be part of this ceremony.
Our schools are a critical part of our neighborhoods. They shape the minds of our children and prepare them to navigate the world. For 80 years, Booker T. Washington High School in New Orleans has met students where they are and produced leaders across our great city! I issued a Congressional Record to this institution that is a staple in our district. I am excited to see the school thrive for generations to come.
CONGRESSMAN CARTER IN CONGRESS
I introduced the ADD SOY Act which will provide soy milk in schools as an alternative to cow’s milk. Children from minority communities have higher rates of lactose intolerance, causing digestive issues and making learning more difficult due to pain and discomfort. America needs to embrace diversity at the lunch counter and give our kids tools to succeed. Watch my floor remarks here.
