Dear Friend,
While some of you were busy making your NCAA tournament predictions, you may have missed the “March Madness” on America’s chaotic southern border. So we figured we would tip off this week’s edition of the Telegram by filling you in.
In what might be the bracket-buster of the week, we learned that a well-respected non-profit group, the Red Cross, is distributing instruction manuals for foreign migrants that provide step-by-step directions on how to illegally enter the United States.
According to a bombshell news report (complete with photos), the group is handing out “maps and guides” that provide migrants with the best routes to the United States.
These “how to” manuals reportedly even provide the migrants with helpful “tips” – like “how to safely jump on trains.”
This isn’t just appalling – it might also be illegal. That’s because federal law makes it a crime to encourage, induce, aid, or abet migrants seeking to enter or remain in our country illegally. And let’s be honest, that’s exactly what these guides are designed to do.
It’s outrageous – and it’s why I called on Attorney General Merrick Garland to initiate an investigation to get to the bottom of these troubling reports. You can read about that here.
Like most Americans, I am deeply concerned about the Biden administration’s dangerous policy of picking and choosing the laws they want to follow. Sadly, this appears to be yet another example.
This selective approach to law enforcement isn’t just risky – it also perpetuates a corrosive and unfair “two-tiered system” of justice that has encouraged a record-breaking tidal wave of illegal immigration.
Just this week, for example, Americans were confronted with chaotic scenes of huge numbers of migrants attempting to overrun ports of entry in Texas in broad daylight (you can check out some of that shocking footage for yourself here).
We’ve also seen an increase in suspected terrorist encounters at the border and an uptick in the deadly fentanyl shipments that are winding up in too many American communities.
And that’s costing us all plenty. In fact, one recent estimate by the non-partisan Federation for American Immigration Reform pegged the price tag of President Biden’s open-borders policies at a whopping $151 billion per year.
Here’s the bottom line: Getting a handle on this problem starts with enforcing the laws that are already on the books, and that’s exactly what President Biden and Attorney General Garland need to start doing.

Congressional Art Competition deadline reminder
While I know many students are enjoying their spring break, now is your chance to get a head start on artwork for my Congressional Art Competition. Each spring, the Congressional Art Competition is sponsored by Members of the U.S. House of Representatives, and I am pleased to invite all high school students to participate in the 41st annual competition. This year’s theme is: A day in the life of Wisconsin. Those who want to participate should mail or hand-deliver their artwork to my Wausau office no later than 5:00 PM on Friday, April 7. Go woke go broke – you can take that to the bank
Telegram readers are well aware of the far left’s goal of turning America into a woke utopia that prioritizes environmental, social, governance (ESG) above all else. Not surprisingly, since President Biden took office, he has been a champion of ESG. Just two weeks ago he vowed to veto a bill that would protect American’s retirement funds by overturning his administration’s policy to allow retirement funds to chase “woke” fantasies using your hard-earned money. Last week, Silicon Valley Bank, which also prided itself on its commitment to ESG, was forced to shutter its doors after a run on the bank that led to its collapse and seizure by government regulators. Instead of focusing on the bank’s cash crunch due to the federal reserve’s plan to combat inflation by raising interest rates and a recent meltdown in the technology sector SVB’s head of risk management was busy spearheading woke programs and creating “safe spaces” for employees to share their coming out stories. Shortly after SVB failed, Signature Bank in New York was also forced to close – marking the 2nd and 3rd largest bank failures in American history. While average Americans don’t need to worry because the FDIC ensures deposits of up to $250,000 or $500,000 for a joint account, large deposits made by investors were not insured by the FDIC. However, Biden decided to make an exception and pick up the tab for all of the ESG-friendly bank’s funds anyway (including, reportedly, corporate deposits linked to the Chinese Communist Party). The federal government should not be bailing out banks – rewarding these poor decisions by covering their costs and encouraging others to head down the same risky, woke, path.

Recent Legislation
Americans want equality, not “equity”
For the last two years, President Biden has been playing word games with the American people. Instead of defending the constitutional right of every American to equal protection under the law, he’s promoting the concept of so-called “equity” – pushing for divisive race-based preferences, set-asides and quotas that pick winners and losers based on the color of a person’s skin. That’s just plain wrong, and it’s why earlier this month I introduced the FAIR Act with Reps. Burgess Owens (UT-04), Michelle Steel (CA-45) and Byron Donalds (FL-19). I am pleased to report that our bill gained some momentum this week when we picked up the endorsement of a key Congressional Caucus on Capitol Hill. Our legislation also caught the attention of some national and international media outlets. I am committed to keeping the pressure on the White House to end their obsession with these divisive and destructive policies, and to start respecting the US constitution. I’ve said it before and I’ll say it again: If we are serious about ending racial discrimination in our country, the first step is for the government to stop doing the discriminating. Truth in timber management
I recently introduced the ACRES Act, also known as the Accurately Counting Risk Elimination Solutions Act. This bill would hold federal land management agencies accountable by providing transparency in the work they are doing to reduce the amount of catastrophic fuel loads on our public lands that has contributed to tinderbox conditions on many of our national forests. Chronic “hands off” mismanagement of our federal lands has taken place for far too long, and this bill is a way of addressing that problem.
Specifically, the ACRES Act requires the Secretaries of Interior and Agriculture to:
- Detail the actual, accurate acreage where hazardous fuel reduction activities took place and the region or system unit in which the acres were located.
- Distinguish between treatments that occurred within the wildland-urban interface, areas accurately reflecting treatments near communities that are most at risk to the threat of wildfires.
- Show the effectiveness of the hazardous fuels reduction work in reducing wildfire risk.
- Convey what methods were used to reduce hazardous fuels and the cost per acre to do so.
- Make the report publicly available on the internet.

District Update
Fun fish fact Friday
Last week, the American Sportfishing Association released the 2023 Economic Contributions of Recreational Fishing for U.S. Congressional Districts, and the report confirmed what we already knew – the Seventh District has some of the best fishing holes in the U.S. Our district made the top 4 in the nation for the percentage of our population that fishes with a whopping 42%. I will continue to support recreational opportunities for our anglers to enjoy as recreational fishing continues to help grow our economy, supports local jobs, and allows people to get out and enjoy our great outdoors.
The Seventh District ranks #4 in the nation in terms of the percentage of our population that fishes with over 40% enjoying Wisconsin’s beautiful outdoors.

The Small Business Administration (SBA) announced that small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private nonprofit organizations in Florence, Forest, Marinette, and Vilas County are eligible to apply for Economic Injury Disaster Loans (EIDLs) due to losses from drought from April 28 through October 15, 2022. More information can be found here.
