Public art vs. property rights: Artist and property owner face off over a mural in Wilkinsburg

As a property owner went about fixing up her deteriorating properties, a mural and its artist cropped up as the biggest setback in her renovation plans.

An unexpected encounter and one cease-and-desist letter later, the property owner and muralist agree on one thing: the lack of awareness about the Visual Artists Rights Act, which can, under certain conditions, protect a work of art from being modified or removed — even if it means bringing a building up to occupancy standards to provide services to the community.
