Last week, President Biden released his long-awaited budget, which details a blueprint to invest in America, lower costs for families, protect and strengthen Medicare and Social Security, and reduce the deficit by making the wealthy and corporations pay their fair share, cracking down on fraud, and cutting wasteful spending on Big Pharma, Big Oil, and other special interests—all while ensuring no one making less than $400,000 a year pays a more penny in new taxes. - President Biden has long believed that we need to grow the economy from the bottom up and middle out—not the top down—and that strategy is working.

We’ve added more than 12 million jobs—more jobs in 2 years than during any president’s 4-year term.
- The unemployment rate has fallen to 3.4%—the lowest level in more than 50 years.
- The past two years were the best two years for new small business applications on record.

Wages are rising, annual inflation is slowing, manufacturing is booming, and the economy is growing.
- The president has also delivered on his commitment to fiscal responsibility.

While the previous administration passed a $2 trillion unpaid tax cut skewed to the wealthy and big corporations and dramatically increased the deficit, President Biden reduced the deficit by more than $1.7 trillion during his first 2 years in office—the largest reduction in American history.

And the reforms he signed into law to take on Big Pharma, lower prescription drug costs, and make the wealthy and big corporations pay their fair share will reduce the deficit by hundreds of billions more.
- The budget details a fiscally responsible blueprint to build on this progress, deliver on the agenda the president laid out in his State of the Union, and finish the job. It’s built on four key values:
- Growing the economy from the bottom up and middle out by investing in America and our people.
Lowering costs for families—from child care and prescription drugs, to utilities and health insurance. -
Protecting and strengthening Medicare and Social Security.
- Reducing the deficit by making the wealthy and corporations pay their fair share, cracking down on fraud, and cutting wasteful spending on Big Pharma, Big Oil, and other special interests.

Building on the Inflation Reduction Act—which some congressional Republicans are pushing to repeal—this budget will help give families more breathing room.
It will lower everyday costs for things like health insurance, prescription drugs, child care, utilities, housing, college, clean energy, and more.

The Healey-Driscoll Administration’s budget includes $6.58 billion to fully fund the Student Opportunity Act with the largest ever increase for K-12 schools in Massachusetts’ history, a critical step towards making sure every student, regardless of zip code, gets the best education.

The Healey-Driscoll Administration is proposing $1.26 billion, a 2% increase, in Unrestricted General Government Aid that goes beyond the expected rate of revenue growth this fiscal year.
- The Healey-Driscoll administration’s FY24 budget recommendation reflects Massachusetts’ most significant investment in environmental justice, clean energy, clean energy workforce training, and environmental safety ever.

A $105 million increase at the Executive Office of Energy & Environmental Affairs to reach 1 percent of the overall state budget for the first time in history.
- Dedicating funding for clean energy, environmental justice, workforce training, and safety.
- Invests more than $40 million toward goals outlined in the state’s Clean Energy and Climate Plan.

$181 million for MBTA capital investments including station accessibility and improvements, bridge repair, rehabilitation, and replacement, and design for the Red-Blue connector.

Through funding in an upcoming supplemental budget, new hiring and training supports to help the MBTA hire an additional 1,000 positions this year to address workforce shortages cited by the Federal Transit Administration as part of last year’s safety inspection – with an emphasis on diversity, equity, and in that hiring.
