Dear Neighbors,

Happy Pi Day! March 14 (3.14) celebrates the ratio of a circle?s circumference to its diameter, and always equals 3.14159265 (for short). This constant has been calculated to be over a trillion digits behind its decimal point and continues indefinitely. March 14th also is Albert Einstein?s birthday.

Whether you choose to enjoy pi(e) in the form of math calculations, pizza, or dessert, I hope you and your families have a great day.?

The Star Tribune put together this list [ [link removed] ] of the best places to get pie in the Twin Cities. I?ll be celebrating by sharing pies with all members of the Minnesota House of Representatives in a belated celebration on Thursday, March 16th. The pies will be from Keys Cafe and Dorothy Ann Bakery, both in Woodbury.

Here is an update on what we?ve been up to at the House of Representatives.

Meeting with Constituents

Thank you to everyone who has advocated at the Capitol this session. One of my favorite parts of serving in this body has been meeting with constituents and turning your stories into legislation. Recently, I had the pleasure of meeting with FFA to discuss agriculture education-related legislation. Thanks for visiting!

Advancing Clean Energy

One of the best ways homeowners can lower their energy bills while helping the environment is by installing solar panels. But too often, homeowners run into roadblocks if they?re part of a homeowners association (HOA). When seeking approval for such a project, it?s not uncommon to be told, ?no,? sometimes with no explanation.

That?s why I introduced legislation [ [link removed] ] to limit community or homeowners associations? ability to disallow their neighbors from installing solar panels on their homes. By passing this, we would join 27 other states (including Iowa and Wisconsin) that have laws that limit HOA restrictions on solar installations.?

And that's not all! Through the Inflation Reduction Act, there is now an increase in the investment tax credit you can get for installing solar panels. When this bill passes, we will see more HOA homeowners going solar, more renewable energy on our grid, more solar jobs, and more security around energy costs for those homeowners.

This legislation has passed the Commerce Committee and will be in the Judiciary Committee today.

Constituent Transforms Tragedy with Legislative Idea

When Correctional Officer Joseph Gomm was killed by an incarcerated individual in 2018, his colleague and friend began work to heal and rebuild within the prison system. Antonio Espinosa, a constituent from Maplewood, founded Art From the Inside to provide supportive arts therapy for incarcerated people.

Programs like these increase emotional regularity and decrease anger and anxiety, which lead to decreased disciplinary incidents. The work is supported by therapists, educators, and participants. I am honored to carry a bill (HF2167 [ [link removed] ]) to expand this work to all ten prisons in Minnesota. Check out the heartfelt testimony and moving committee hearing [ [link removed] ]that happened last Friday (start at timestamp 1:44:40). Thank you for the privilege to bring a great idea from the community into transformational legislation.

Capital Investment Bill Passes House

The House has taken the first bipartisan step in finishing the business of 2022 by approving nearly $1.9 billion in investments for local jobs and projects [ [link removed] ] throughout the state.

The package of legislation (HF669 [ [link removed] ]) addresses hundreds of critical infrastructure projects that have gone unfunded for too long. There are leaky roofs in state buildings, an outdated campus chemistry laboratory, unstable riverbanks, kids taking unsafe routes to schools, housing that needs to be built for our most vulnerable, and failing wastewater infrastructure.?

These and other projects are crucial to communities throughout the state, and inflation is only causing them to go up higher in cost the longer we delay. This legislation requires a supermajority to pass, meaning the Senate, like the House, will need Republican support to get this funding over the finish line. The bill passed the House with a vote of 91-43.I hope you?ll join me in calling on Senate Republicans to swiftly pass this legislation. We need to finish the work of 2022 so we can move on to the business of 2023.?

Protecting Genetic Data

As a Geneticist, I have been fascinated with the developments of companies such as 23AndMe and Helix which can track your ancestry. As a Legislator, I know the importance of ensuring we have laws protecting consumer privacy.?

Currently, there is no Minnesota law to protect your genetic data from companies selling to third parties, sharing with employers or insurance companies, and more. I have introduced a bill to change that (HF1520 [ [link removed] ]), and lay out the expectations that a consumer can have for their privacy when it comes to their genetic identity.?

If you lose your license or your Social Security card, you can get those back. If you lose your genetic information, you can?t really get a replacement genome. I?m proud to be advancing this important consumer protection bill. I continue to work with privacy advocates, Democrats, and Republicans to make sure all aspects are covered.
