John,

The past few weeks have been a whirlwind, as I’ve been on the road testifying before committees as they prepare to vote on the Convention of States resolution. Today and tomorrow I’m in North Carolina for town hall meetings while also keeping an eye on an expected vote in Maryland today and in Kansas in a matter of days.

With so much in motion, I wanted to provide you with a quick update on each state where our legislation is currently active.

BREAKING NEWS in North Carolina: We’re making ground in North Carolina. Rick Santorum traveled to Raleigh for a busy day of legislative meetings. By the end of the week, 42 co-sponsors had joined our 4 primary sponsors in support of the COS Resolution! We passed in the House Rules committee and then were fast-tracked to the House floor, where we secured a final vote of 61-55. Next we head to the Senate!

Our work in NC to turn out the vote in 2022 impressed upon legislators that the COS grassroots army in NC is the strongest network in the state. This made NC Representatives eager to appreciate our activists by bypassing another committee vote and allowing us to move directly to the floor for this winning vote.

Iowa — In Iowa, our Resolution passed through subcommittees and then full committees in both the House and Senate!

COS activists paved the way for these victories by driving connections with key state legislators through telephone banking efforts and a Capitol Surge Day that filled the capitol with COS activists. Then, Senator Santorum and I hosted a Legislators' Breakfast to introduce the new freshmen legislators to COS and conducted Town Halls across the state. Mike Farris went to the capitol to garner more support and even secured presidential candidate Vivek Ramaswamy’s strong endorsement in the IA capitol hallways! I can tell you, this state is making huge strides.

Kansas — In Kansas, we passed the House Committee on Federal & State Affairs with a vote of 13-10, and we are expecting a floor vote soon. In the Senate, our Resolution was heard yesterday in the Committee on Federal and State Affairs, with testimony from Michael Farris, and is awaiting a vote. Our activists are planning to host a huge rally at the KS Capitol this month to garner even more legislative support.

Hawaii — The COS Resolution has been introduced by our sponsor and assigned to the House Committee on Judiciary and Hawaiian Affairs! This week marks the 6th week in a row that COS activists have been at the Capitol securing support for the COS resolution.

Illinois — Our Resolution has been introduced and assigned to the House Rules Committee. The COS IL team is planning a Legislative Surge Day at the capitol, where activists will meet with their state legislators to secure their support and sign on co-sponsors to the COS Resolution.

Kentucky — Our Resolution has been introduced and assigned to the Senate Committee on State & Local Government. COS activists are meeting with their legislators to secure their support. More than 44 KY legislators have already accepted or met with COS activists from their districts, and more than 9,000 text messages have been sent from COS activists!

Maryland — In Maryland, our Resolution was heard in the House Committee on Rules and Executive Nominations and will be heard by a Senate committee today. Michael Farris will offer remote testimony. The COS Resolution has an incredible 30 co-sponsors along with the primary sponsor. Our activists in Maryland have done a phenomenal job securing this kind of legislative support.

Massachusetts — Sponsors have been secured, and the COS Resolution has been introduced as HD 206! Last session, we passed out of a committee that was controlled by Democrats — but the legislators understood the importance of defending freedom with this critical piece of non-partisan legislation.

Minnesota — Our Resolution has been introduced and assigned to committees in both the House and the Senate!

Montana — We made incredible progress in Montana this year, with victories in Senate committees and first and second votes on the Senate floor. Our progress is a direct result of our activists’ tireless efforts — from town halls to an impressive influx of phone calls, emails, texts, and visits to MT state legislators.

New York — Our Resolution has been filed and assigned to the Senate Finance Committee.

Rhode Island — In Rhode Island, our Resolution was filed and assigned to committee and held for further study.

Vermont — Our Resolution has been assigned to a committee in the House.

Washington — Our Resolution has been introduced and assigned to committees in both the House and the Senate.

North Dakota - A North Dakota legislator made aggressive moves to rescind ND’s passed COS Resolution. He filed a rescission bill, but thanks to grassroot support, it ultimately failed to pass on the floor—by a large margin. In fact, our opponents have never successfully rescinded one of our passed states. This is a testimony to the strength of our grassroots army, who are prepared and ready to act at a moment’s notice.

I hope this “state of the states” update gives you a quick glimpse into the incredible level of momentum building across the county.

This movement is truly nothing short of historic, and it’s only possible because of the generous financial and volunteer support from Americans like you.

Right now, we’re in the midst of a push to raise $100,000 by midnight on March 17 to ensure that our 2023 Victory Fund is well fueled to push us forward in victory.

If you’re able, would you please consider a gift of $25, $50, or even $100 today? ([link removed]) We truly make every dollar count.

Thank you for being a part of history in the making.

Let’s go get state #20.
