Congratulations to Speaker Joanna McClinton

Congratulations to New Pennsylvania Project board member, State Representative Joanna McClinton for being elected PA Speaker of the House on the last day of Black History Month.

 

Following the historical election, NPP CEO Kadida Kenner released the following statement:

Following the election of Joanna McClinton as Speaker of the Pennsylvania House of Representatives, Kadida Kenner, New Pennsylvania Project CEO, made the following statement: “Today is a historic day, and Speaker of the House Joanna McClinton personifies everything we admire: hard work, dedication, empathy, compassion, fearlessness, intellect, and cooperation.   “It took more than 240 years to give a woman the gavel in the Commonwealth — now a Black woman will preside over the House of Representatives at a pivotal time in the Commonwealth’s history. Representation matters. For young girls (and boys) to see a resilient and powerful woman like Joanna McClinton with the gavel in her hand is a game changer. Her newest leadership role will pay dividends for generations to come. The glass ceiling has been shattered, and the the sky is the limit.”
 

Year Round Voter Registration

NPP is all about year-round voter registration. Even in inclement weather, we’re in our neighborhoods registering Pennsylvanians to vote. We have less than two months to register voters in time for the Primary Election.

 

The last day to register to vote is May 1st. If you have young adults in your life who will turn 18 years old by May 16th, they can register to vote TODAY!

Shapiro’s Budget Pitch Keeps PA Spending Relatively Flat, Preserves Some Pandemic Benefits. (Spotlight PA)

“In his first budget proposal as Pennsylvania’s chief executive, Gov. Josh Shapiro is calling for $1 billion in new education spending, permanent state funding for public defenders, and an expansion of a shrinking rebate program for older people.”

 

Delco State Rep Zabel To Resign After Sexual Harassment Allegations. (Philadelphia Inquirer)

“Hours after a Republican female lawmaker publicly accused State Rep. Mike Zabel of sexual harassment Wednesday, the Delaware County Democrat said he would resign.” 

 

Pa. judges offer conflicting opinions on whether fraud evidence is needed for recount requests (Spotlight PA)

“Further, Judge Wallace’s analysis of the ‘chaos’ that would ensue were Judge Cannon’s interpretation to be the correct one is spot on,” Grossman said. “This is what these petitioners are after — chaos and uncertainty about election results.”

 

She noted that the standard for alleging fraud in federal cases is much higher.

 

“I think election deniers are looking for any opportunity to disrupt the democratic process,” she said. “It is a real threat and something we should all be paying attention to.”

 

While some judges, advocates, and even some lawmakers have said it may be time to update the law to increase the $50 filing fee or add an evidentiary standard, no such bill has yet been filed in the legislature.”

“A western Pennsylvania Republican’s demand that Democratic U.S. Sen. John Fetterman prove he is “alive and well” or resign is gaining traction in conservative circles across the country.”

Policy Corner

The Speaker of the House is the oldest elected statewide office in the Commonwealth. 

Did you know that William Penn was the first speaker of the Pennsylvania house in 1682?  

 

The Speaker serves all members of the House and upholds the orderly conduct of business, protecting the rights of every elected Representative. 

 

The position is a constitutionally mandated office, elected by the full membership of the house and presides over the session, appoints committee chairpersons and refers bills to committee. They can also sponsor legislation, vote on all bills, and on rare occasions may turn the podium over to a Speaker Pro Tempore in order to occupy the chair on the floor and participate in debate. The PA House cannot hold an official session in the absence of the speaker or their designated speaker pro tempore. 


Democrat Joanna McClinton was elected Speaker of the House on February 28, 2023, becoming the first female and first African-American female Speaker.
