Legislative Update
On Monday the house passed the largest bonding bill package in state history. This bill has a number of great projects in it but given our economic environment, I felt I could not vote for it. Minnesota has a nearly 18 billion dollar surplus. How can we put another 1.5 billion on the state credit card when we are flush with cash? We should pay for the needed infrastructure in this bill with cash we have sitting in the historic surplus. There is even so much sitting in the surplus that we should be giving it back through an end to the social security tax and other tax cuts.
The top priority of this legislature should be tax relief. Six states have already adopted tax cuts as a top priority of their 2023 legislative sessions. In the past, many states across the county have used tax cuts to address budget surpluses and to keep government spending in check. In recent history, Colorado implemented a 4.4% top tax compared to Minnesota?s top bracket at 9.85%. A flat tax is also a popular option for thirteen states nationwide that have created a simple flat tax. No other state is exactly like Minnesota but we can use these different models to inform a solution that is best for our state.
In Commerce Committee this week my bill, House File 2175 [ [link removed] ], was heard. This legislation adds guardrails around mortgage servicers who are not registered as a bank. This is important consumer protection law and means that in Minnesota borrowers can rest assured that their mortgage provider meets the necessary requirements when providing what will be most people's largest financial transaction. I am glad to be carrying this bill with both Democrat and Republican members of our commerce team.
