China is intent on building a global naval force that could imperil U.S. interests if not addressed and properly deterred. Given the scale of the threat from China, the Navy needs to consider a new fleet construct to optimize peacetime competition and prepare for future conflict.

Moscow once again has shown its total disregard for international security commitments. If Russia continues to ignore its obligations under New START, the U.S. will need to be prepared to compete in an environment without arms control.

Lacking an organic ability to produce sufficient weapons and munitions, Ukraine’s ability to defend itself against Russia depends on sustained support from the West. To help Ukraine win, the U.S. and allies should expand their support, especially in artillery and anti-armor munitions, drones, tanks, and armored fighting vehicles.

Congress enacted policies and appropriated funding to increase U.S. munitions production, both to meet immediate needs in Ukraine and to replenish U.S. stockpiles. But Congress must continue to exercise its oversight authority over the Defense Department to ensure that the U.S. has sufficient munitions for its own security needs.

Iran, Russia, and China continue to expand their influence in Europe, a region critical to transatlantic security and U.S. interests.
