Remarks from Representative Adriano Espaillat During House Appropriations Legislative Branch Subcommittee Hearing on the U.S. Government Publishing Office Budget

WASHINGTON, DC – Today, Representative Adriano Espaillat (NY-13), delivered the following remarks during the House Appropriations Legislative Branch Subcommittee hearing on the U.S. Government Publishing Office Budget and testimony from GPO Director, Hugh Nathanial Halpern:

**The following are remarks, by Rep. Espaillat, as prepared for delivery.

"Thank you, Chairman Amodei. Mr. Halpern, thank you for appearing before our subcommittee today.

"We appreciate your time here to discuss the fiscal year 2024 budget request for the Government Publishing Office. Congratulations to GPO for being named by Forbes Magazine as one of America’s Best Places to Work two years in a row and one of the Nation’s best employers for veterans. That is quite an accomplishment!

"GPO’s fundamental function is to make information about the operations of government—particularly the Congress— readily available to the public. That’s a crucial function in a democracy. It has been interesting to witness GPO’s evolution of technology for disseminating information from ink on paper to digital media.

"GPO is now distributing more and more information by digital means, such as through its upgraded and steadily growing website now called, “GovInfo”. These technological advances have produced real cost savings, as typesetting and printing processes have become more efficient, and as the rise of electronic documents has greatly reduced the volume of printed material produced.

"GPO’s appropriations request for fiscal year 2024 is $132.5 million, an increase of $2.6 million or 2% over the fiscal year 2023 enacted level. As mentioned in your request, this amount represents an overall 10% reduction from GPO’s FY 2010 appropriation. Mr. Halpern, I look forward to your testimony today and with that, I yield back."

Representative Espaillat is the first Dominican American to serve in the U.S. House of Representatives and his congressional district includes Harlem, East Harlem, West Harlem, Hamilton Heights, Washington Heights, Inwood, Marble Hill and the north-west Bronx. First elected to Congress in 2016, Representative Espaillat is serving his fourth term in Congress. “Gracias, presidente Amodei. Sr. Halpern, gracias por comparecer hoy ante nuestro subcomité.

“Agradecemos su tiempo aquí para evaluar la solicitud de presupuesto del año fiscal 2024 para la Oficina de Publicaciones del Gobierno. Felicitaciones a la GPO por haber sido nombrada por la revista Forbes como uno de los mejores lugares para trabajar de Estados Unidos dos años seguidos y uno de los mejores empleadores del país para veteranos. ¡Eso es todo un logro!

“La función fundamental de la GPO es hacer que la información sobre las operaciones del gobierno ―particularmente del Congreso―, esté fácilmente disponible para el público. Esa es una función crucial en una democracia. Ha sido interesante presenciar la evolución de la tecnología de la GPO para difundir información desde la tinta en papel hasta los medios digitales.

“La GPO ahora está distribuyendo más y más información por medios digitales, como a través de su sitio web actualizado y en constante crecimiento ahora llamado ‘GovInfo’. Estos avances tecnológicos han producido ahorros de costos reales, ya que los procesos de composición tipográfica e impresión se han vuelto más eficientes, y el aumento de los documentos electrónicos ha reducido considerablemente el volumen de material impreso producido.

“La solicitud de asignaciones presupuestarias de la GPO para el año fiscal 2024 es de $132.5 millones, un aumento de $2.6 millones o 2% sobre el nivel promulgado para el año fiscal 2023. Como se menciona en su solicitud, esta cantidad representa una reducción general del 10% de la asignación presupuestaria del año fiscal 2010 de la GPO.
