PFLAG Chapters - Apply Now for a PFLAG National Inclusion Grant of Micro-Grant

In 2020, with the generous support of the Walmart Foundation and Bank of America, PFLAG National is offering $1,500-$5,000 grants to PFLAG chapters to support their work to develop resources, tools, and strategies over the course of a one-year period for better serving marginalized and underserved communities, with a focus on communities of color and people with disabilities.

We are also offering micro-grants of $500 to PFLAG chapters that would like to attend, participate in, and sponsor community-specific Pride celebrations (e.g. Black Pride, Latinx Pride, Diné Pride, Rural Pride), events, and conferences.

COURT MATTERS

Court of Appeals Judge dismisses transgender defendant’s personal pronouns. Judge Stuart Kyle Duncan issued an advisory opinion which dismissed a transgender defendant’s request to have her conviction records updated to match her changed name. In his opinion, Judge Duncan said that courts are not required to adhere to an individual’s personal pronouns, expressing his belief that doing so conveys approval for that individual’s legal position.

Seventh Circuit rules that Indiana must recognize same-sex parents on birth certificates. Previously, children of same-sex couples were considered born “out of wedlock,” and parents needed to adopt their own children in order to be legally recognized. Now, same-sex parents receive the same “presumption of parenthood” afforded straight couples at birth.

FEDERAL MATTERS

White House and LGBTQ+ groups in dispute over new religious freedom regulations. New federal regulations aimed at protecting religious freedom are generating backlash, as organizations receiving federal grants could be allowed to refuse services to LGBTQ+ individuals based on their religious beliefs. This law would give organizations a license to discriminate against LGBTQ+ people and other marginalized populations, even while receiving government funding.

Democratic lawmakers call on ICE to release transgender migrants. 45 Democratic members of Congress sent a letter demanding the release of all transgender migrants in ICE custody, due to their unique vulnerability to sexual harassment, solitary confinement, assault, and medical neglect. The letter cited the deaths of two transgender migrants in ICE custody due specifically to medical neglect. Read more about the cases of Johana Medina Leon and Roxsana Hernandez

STATE MATTERS

California - SB859 calls for comprehensive statewide plans to end HIV and other STIs. State Senator Wiener introduced legislation that will require the Office of AIDS and California Human and Health Services to collaborate with state agencies and an advisory committee in order to generate realistic goals to address rising STI rates.

Florida - Lawmakers sneak four anti-LGBTQ+ bills into legislative session. Four bills introduced just before the filing deadline included legalization of conversion therapy, walkbacks of protections for LGBTQ+ workers, and bans on gender-affirming healthcare.

Kentucky - Bipartisan support for bill banning conversion therapy. A bill banning conversion therapy has been introduced in the Kentucky House of Representatives. If passed, the law would ban behavioral-health professionals from engaging in so-called conversion therapy with minors and some adults. PFLAGers in Kentucky have been advocating in support of the ban.

Missouri - Proposal to ban transgender high school athletes in certain activities. Some Missouri State Senators are advocating for a resolution banning student-athletes from competing as the gender they identify with and allowing them to only participate as the sex assigned on their birth certificate. If passed, the resolution would also need to be approved by voters. PFLAGers across the state are engaging in advocacy on this issue.

New Jersey - Governor Phil Murphy signs bill prohibiting ‘gay or transgender panic defense’. To help protect the LGBTQ+ community, Gov. Murphy has signed into law a bill prohibiting the use of ‘gay or transgender panic’ defenses for charges of criminal homicide. Previously, the use of such defenses reduced charges from murder to manslaughter. The law will now prohibit the use of a victim’s actual or perceived gender identity and sexual orientation as a heat of passion defense to murder.

South Dakota - Bill proposes to make transgender-affirming healthcare for minors a felony. If House Bill 1057 is passed, doctors, nurses, and medical assistants would face felony charges and up to ten years in prison for treating minors with puberty blockers or hormones, or providing gender-affirming surgeries. PFLAGers in South Dakota have been deeply engaged on the ground in preventing this bill from becoming law.

Tennessee - Governor Lee to sign anti-LGBTQ+ adoption bill. Lee’s signature will assure continued taxpayer funding of faith-based foster care and adoption agencies even if the agencies exclude LGBTQ+ families and others based on religious beliefs. This bill  attacks LGBTQ+ rights and limits the number of qualified families seeking to foster or adopt children. 

Utah - State government bans use of conversion therapy for minors. This bill bans licensed therapists, but not clergy or religious counselors, from performing so-called “conversion therapy” on minors. Those who break the rule could have their license revoked or suspended. Utah is now the 19th state to curtail the discredited and damaging practice. We applaud the efforts of our many colleague organizations, as well as PFLAGers in Utah, for their work on getting this legislation passed.

Virginia - Bill introduced in state legislature to ban anti-LGBTQ+ discrimination. The bill seeks to add sexual orientation and gender identity to the state’s nondiscrimination law, and prohibit anti-LGBTQ+ discrimination in employment, housing, public accommodations, and credit. 

GLOBAL MATTERS

Northern Ireland - Same-sex marriage now legal in Northern Ireland. Same-sex couples are now allowed to legally marry in Northern Ireland, and already married same-sex couples will now have their marriages legally recognized, making same-sex marriage legal throughout the entire United Kingdom.

Lithuania - European Court of Human Rights sanctions Lithuania for ignoring anti-LGBTQ+ posts. The court ruled that Lithuanian authorities’ refusal to prosecute online threats against two gay men who posted a photo kissing was a human rights violation. The court found that the prosecutor declined to open an investigation into comments threatening assault and murder due to disapproval of the applicants’ demonstration of their sexual orientation.

South Korea - Transgender soldier to sue over dismissal. Byun Hui-soo, who transitioned while in the South Korean military, was dismissed by the military due to surgeries related to her transition. While the military does not have regulations dealing with soldiers who transition during their time in the military, transgender individuals are prohibited from initially joining. Hui-soo has stated that she will sue the military to continue serving. 

MEDIA MATTERS

Queer K-pop group showcases growing desire for LGBTQ+ rights in Asia. Unnie Choir, a South Korean LGBTQ+ choir, is working to use song to fight discrimination against LGBTQ+ individuals and encourage progress on LGBTQ+ rights in their country.

Katie Sowers to make history as first openly gay person to coach at Super Bowl. Sowers, an assistant coach with the 49ers, is set to become both the first female and first openly gay person to coach in the game. Sowers was the second woman hired as a full-time coach for the NFL and came out publicly in 2017 to increase representation in the sport.

Little America episode on gay refugee banned in 11 countries. Apple TV+’s new hit show Little America examines stories of American immigrants, but the final episode, centered on a gay man who flees to America after being outed, has been banned by eleven Middle Eastern countries.

Batwoman is out and proud. In the CW’s Batwoman, a rumor of a relationship and the story of an outed teen move Batwoman (played by Ruby Rose) to reveal her sexuality in an exclusive interview with Kara Danvers. PFLAG welcomes her with open arms.

Christian school expelled student over rainbow cake. A Christian school in Louisville has expelled a student due to a social media post showing that she celebrated her birthday with a rainbow-themed cake. The school stated that the rainbow cake symbolizes pro-LGBTQ+ opinions that are contrary to the beliefs of the school.
