Espaillat, Cicilline Introduce Resolution Urging Russian President Putin and Government be Tried for War Crimes
Resolution Condemns the Russian Government’s Gross Violations of International Law Amounting to War Crimes and Crimes Against Humanity in Ukraine
WASHINGTON, DC – This week, Representatives Adriano Espaillat (NY-13) and David Cicilline (RI-01) introduced a resolution calling for Russian President Vladimir Putin and the Russian government to be held accountable by the international community for their ongoing violations of international law committed during the illegal and barbaric invasion of Ukraine. The resolution also condemns the Russian government’s gross violations of international law amounting to war crimes and crimes against humanity in Ukraine, stands in solidarity with the people of Ukraine, and expresses support for the efforts of international organizations to help people displaced by war and conflict.
“Putin's unlawful and barbaric invasion of Ukraine makes clear his desire to return to a bygone Cold-War era of conquest and violence, and the world must continue to meet this moment with strength and action.” said Congressman Espaillat. “Putin’s barbarous assaults on residential buildings, schools, synagogues, and churches across Ukraine, and his ruthless targeting of innocent Ukrainians throughout this conflict, makes clear he is a man without remorse, a moral compass, or respect for international law. The United States must lead in calling for accountability for Putin’s monstrous actions, and by uniting the international community in our opposition to tyranny and unrelenting commitment to freedom.”
“Last year, I saw firsthand the pain and suffering that Putin and his government are causing with this illegal war,” said Congressman Cicilline, who traveled to the Poland-Ukraine border in March 2022. “Conditions have only worsened as Putin continues his delusional quest to reconstitute the USSR. He, and the forces under his control, are targeting civilians, hurting millions, and killing children. As we continue to support Ukrainians fighting back against this war criminal and work to stop this suffering, we must hold Putin to account for his crimes – and make clear that the global community will not tolerate this flagrant violation of international law.”
Specifically, the Espaillat-Cicilline resolution:
* Condemns the continued use of unlawful and indiscriminate violence against civilian populations by the Russian government, its allies, and any other parties to the conflict;
* Urges the global community to hold Vladimir Putin and the Russian government accountable for war crimes committed during the military invasion of Ukraine;
* Urges the United States and its allies to continue providing defense security assistance and humanitarian aid to Ukraine as Ukrainians valiantly defend their freedom against Russia’s military invasion;
* Supports the continued use of sanctions against Russia and its allies until Russia is held accountable for its crimes and unequivocally recognizes Ukraine’s internationally recognized borders and political independence;
* Urges the United States to maintain support for international organizations, such as the United Nations High Commissioner for Refugees, helping Ukrainians fleeing conflict as well as the over 100,000,000 people around the world who are forcibly displaced due to persecution, conflict, violence, and human rights violations;
*Urges the United States to treat all forcibly displaced people with dignity and abide by the Protocol Related to the Status of Refugees, ratified by the Senate in 1968, and thereafter considered law;
*Urges the United States and members of the North Atlantic Treaty Organization (NATO) to meet NATO’s funding needs to ensure the ability to provide collective defense and innovation;
* Urges NATO to maintain its commitment to innovating and to work towards solving and dealing with emerging and disruptive technologies; and
* Stands in solidarity with the people of Ukraine who are fighting for their freedom and democracy.

Espaillat y Cicilline introducen una resolución instando a que el presidente ruso Putin y su gobierno sean juzgados por crímenes de guerra
La resolución condena las graves violaciones al derecho internacional cometidas por el gobierno ruso que constituyen crímenes de guerra y crímenes de lesa humanidad en Ucrania
WASHINGTON, DC – Esta semana, los congresistas Adriano Espaillat (NY-13) y David Cicilline (RI-01) introdujeron una resolución en la que llaman a que el presidente ruso, Vladimir Putin, y el gobierno ruso rindan cuentas ante la comunidad internacional por las continuas violaciones al derecho internacional cometidas durante la ilegal y bárbara invasión de Ucrania. La resolución también condena las graves violaciones al derecho internacional por parte del gobierno ruso que constituyen crímenes de guerra y crímenes de lesa humanidad en Ucrania, se solidariza con el pueblo de Ucrania y expresa su apoyo a los esfuerzos de las organizaciones internacionales para ayudar a las personas desplazadas por la guerra y el conflicto.
“La invasión ilegal y bárbara de Putin a Ucrania deja en claro su deseo de regresar a la pasada era de conquista y violencia de la Guerra Fría, y el mundo debe continuar enfrentando este momento con fuerza y acción”, dijo el congresista Espaillat. “Los ataques bárbaros de Putin contra edificios residenciales, escuelas, sinagogas e iglesias en toda Ucrania, y su despiadado ataque contra ucranianos inocentes durante este conflicto, deja en claro que es un hombre sin remordimientos, sin brújula moral ni respeto por el derecho internacional. Estados Unidos debe liderar el llamado a la rendición de cuentas por las acciones monstruosas de Putin y unir a la comunidad internacional en nuestra oposición a la tiranía y nuestro compromiso incesante con la libertad”.
“El año pasado, vi de primera mano el dolor y el sufrimiento que Putin y su gobierno están causando con esta guerra ilegal”, dijo el congresista Cicilline, quien viajó a la frontera entre Polonia y Ucrania en marzo de 2022. “Las condiciones solo han empeorado a medida que Putin continúa su búsqueda delirante para reconstituir la URSS. Él y las fuerzas bajo su control están atacando a civiles, hiriendo a millones y matando niños. A medida que continuamos apoyando a los ucranianos que luchan contra este criminal de guerra y trabajamos para detener este sufrimiento, debemos hacer que Putin rinda cuentas por sus crímenes y dejar claro que la comunidad mundial no tolerará esta flagrante violación del derecho internacional”.
En concreto, la resolución Espaillat-Cicilline:
* Condena el uso continuo de la violencia ilegal e indiscriminada contra la población civil por parte del gobierno ruso, sus aliados y cualquier otra parte en el conflicto;
* Insta a que la comunidad mundial haga rendir cuentas a Vladimir Putin y al gobierno ruso por los crímenes de guerra cometidos durante la invasión militar a Ucrania;
* Insta a los Estados Unidos y sus aliados a continuar brindando asistencia en seguridad y defensa y ayuda humanitaria a Ucrania mientras los ucranianos defienden valientemente su libertad contra la invasión militar de Rusia;
* Apoya el uso continuado de sanciones contra Rusia y sus aliados hasta que Rusia rinda cuentas por sus crímenes y reconozca inequívocamente las fronteras reconocidas internacionalmente y la independencia política de Ucrania;
* Insta a los Estados Unidos a mantener el apoyo a las organizaciones internacionales, como el Alto Comisionado de las Naciones Unidas para los Refugiados, que ayudan a los ucranianos que huyen del conflicto, así como a las más de 100,000,000 de personas en todo el mundo que se ven obligadas a desplazarse debido a la persecución, el conflicto, la violencia y las violaciones de derechos humanos;
*Insta a los Estados Unidos a tratar con dignidad a todas las personas desplazadas por la fuerza y cumplir con el Protocolo sobre el Estatus de los Refugiados, ratificado por el Senado en 1968, y posteriormente considerado ley;
* Insta a los Estados Unidos y a los miembros de la Organización del Tratado del Atlántico Norte (OTAN) a satisfacer las necesidades de financiación de la OTAN para garantizar la capacidad de proporcionar defensa colectiva e innovación;
* Insta a la OTAN a mantener su compromiso con la innovación y trabajar para resolver y abordar las tecnologías emergentes y disruptivas; y
* Se solidariza con el pueblo de Ucrania que lucha por su libertad y democracia.
