2023 BC Budget Includes a Focus on Building More Homes

On Tuesday, February 28, the BC government presented the 2023 BC Budget that spends big on housing and focuses on creating more supply through $4.2 billion in funding over the next three years.
This includes $2 billion in capital funding and other investments that will go towards affordable housing programs and projects. Items in the 2023 BC Budget that are in keeping with residential industry priorities include:
- $1 billion for a new Growing Communities Fund;
- $91 million towards a new pilot project that financially incents homeowners to develop new secondary suites for long-term rental opportunities;
- $77 million to speed up natural resource permitting and modernize the permitting service delivery model, like the Permitting Strategy for Housing and Housing Action Task Force;
- $57 million to create more homes through new residential zoning measures and by reducing the time and cost associated with local government approval processes;
- $11 million that will help implement the Housing Supply Act: and
- New property transfer tax incentive to encourage the construction of new purpose-built rentals.
Unfortunately, funding for CleanBC enhancements has been drastically reduced from $24 million to $11 million for the 2023/24 period. While this investment potentially allows the CleanBC Better Homes Program to continue, it is inadequate to enable low-carbon market transformation in new residential construction.
CMHC data shows over 500,000 new homes need to be built to restore affordability in BC. Increasing housing supply and streamlining its delivery remains a priority for CHBA BC and the association will work with the government on creating more housing choices across the province.
With demand for housing of all types at an all-time high, interest rates seeming to have plateaued and the expectation of stability with inflation, CHBA BC is pleased to see that no new tax increases on housing are included in the 2023 BC Budget.

WorkSafeBC Public Consultation Asbestos Certification and Licensing - Extended until March 7

Based on stakeholder feedback, the public consultation period for the proposed amendments to Part 6 of the Occupational Health and Safety Regulation relating to asbestos certification and licensing has been extended until 4:30 p.m. on Tuesday, March 7, 2023.
This consultation phase is an opportunity to provide feedback, which will be carefully reviewed before the proposed amendments are taken to public hearing.

Consumer Protection and Professionalizing the Renovation Industry

This week, Global BC investigated the consumer protections that exist and the actions a homeowner can take when a renovation project goes wrong.
As CHBA BC CEO, Neil Moody explained, licensing for renovation contractors would be one positive step towards professionalization and mitigating some of the problems that can arise in the currently unregulated renovation industry.

Plenty to see at Penticton Home and Reno Show

This weekend CHBA South Okanagan will present the 27th annual Penticton Home & Reno show at the Penticton Trade and Convention Centre. The show runs both Saturday, March 4 and Sunday, March 5.
In addition to hosting 129 building and garden vendor booths, the Penticton Home & Reno show includes several special events.
On Saturday, garden and tree experts from GardenWorks and Bartlett Tree Experts will be answering questions from 11:00 am – 12:00 pm.
Then on Sunday the show will host the Builders Pancake Breakfast, bring an extra 5$ and your appetite - all proceeds go to the South Okanagan Women in Need Society. The SOWINS pancake breakfast is on from 9:30-11:30 a.m.

This one-day course will take a deeper dive into the BC Energy Step Code metrics for Part 9 buildings and how to achieve Step 3 and higher through design and building techniques to build better and minimize costs. The content will focus on practical strategies for effective design, proper selection and installation of mechanical systems, and airtightness. Using real-world examples and different housing archetypes from local climates, we will examine why some projects fail while others pass easily.
This course will include an onsite component at the end of the day. Using a local real-world onsite home, the class will participate in a blower door test. This will include hands-on preparation for the test, highlighting common problem areas as well as strategies for improvement and repairs. This session will also discuss airtightness best practices and strategies for renovations.
