| Russian president Vladimir Putin declared Tuesday that Russia "is suspending its participation" in New START, a treaty between the U.S. and Russia limiting the deployment of long-range nuclear weapons. Putin blamed his decision on the West, which he claimed instigated the war in Ukraine. |
