Threats: The Chinese spy balloon raised new questions about threats to the homeland.

• After rural Republican legislators thwarted Iowa Gov. Kim Reynolds’s efforts to expand school choice, she endorsed primary challengers. 
• “This represents a stunning reversal,” Jason Bedrick, research fellow in the Center for Education Policy, writes.
