Howdy ,

This week has certainly been interesting with many, many bills that are now dead. Some were bad, but unfortunately many good bills that would’ve helped Wyomingites are dead as well. The number of bills that have died is so abnormally high it broke the record for the first time in 20 years. There is a good article by WyoFile which goes more in-depth about this ([link removed]) .

Infuriatingly, Senate and House Majority Leaders Hicks and Neiman purposefully ensured that many bills not only didn’t get out of committee, but never heard a single vote, and therefore didn’t make it to the floor for consideration. Here are a few of the bills they prevented from being heard:

HB 80 ([link removed]) - Medical treatment opportunity act-Medicaid reform, which passed the House Revenue committee 6-3, but was placed at the bottom of the General File by House Maj. Ldr. Neiman so that it would never be considered.

All property tax relief bills were blocked in the House by House Maj. Ldr. Neiman and other HFC leadership members, which resulted in the property tax relief bills dying despite bipartisan support and their ability to help Wyomingites.

These bills could’ve been heard and should’ve been heard, but members of the majority Republican leadership and too many Republican legislators helped ensure that they were not. Instead, they wasted time on political stunts and bills filled with nonsense while ignoring bipartisan bills that would’ve helped every-day issues for all citizens of Wyoming.

Good news about good bills, folks:

HB 4 ([link removed]) - Medicaid twelve month postpartum coverage passed the House by a vote of 34-28 and has been introduced to the Senate for consideration. Special thanks to the minority caucus for putting a strong offense and defense into ensuring the bill’s passage!

HB 147 ([link removed]) - Unlawful trespass signage-taking of wildlife, sponsored by Rep. Provenza, passed the House by a vote 61-1 and has passed its first reading in the Senate! The bill will ensure that no person will be unlawfully hindered by trespass signage being posted on public lands both state and federal.

HB 65 ([link removed]) - 988 suicide prevention passed the House and has been introduced and referred to the Senate Labor committee. It will be imperative that its funding is restored and please let the members of the Senate Labor committee
([link removed]) be aware that you support the passage of HB 65!

Good news about bad bills:

HB 87 ([link removed]) - Crimes of obscenity-revisions, has fortunately died in the House Revenue committee, failing a vote of 3-6. Thank you to Rep. Storer for fighting hard against the bill and ensuring that educators, librarians, and museum staff are protected in the line of their work and fighting an unconstitutional attempt to overrule the First Amendment. Special thanks to all those who fought against it and ensured that this bill and all the obscenity bills proposed died!

SF 166 ([link removed]) - Border wall and sanctuary city transport, has fortunately died on its third reading in the Senate by a vote of 12-18!

Some excellent news- all five crossover voting bills that were introduced in the House and Senate died in both chambers ensuring that Wyomingites can continue to exercise their right to vote without further hindrance!

Bad news about a bad bill:

HB 152 ([link removed]) - Life is a Human Right Act, unfortunately passed the House by a vote of 46-16 and has been sent to the Senate for introduction. It is infuriating and disgusting that this bill, if signed into law, will remove two fundamentally important exceptions to current anti-choice laws, rape and incest, and will further devastate women’s rights in Wyoming. Rep. Provenza attempted to pass an amendment that would also ban the death penalty in the state and would call out many Republican representatives’ stated beliefs in “right to life,” but it was ruled as not
germane by the Rules Committee and therefore withdrawn. An amendment that was passed means that this bill not go into effect unless the original trigger ban is ruled unconstitutional (it is currently being contested in the courts). There is hope that even if this bill does become law, it would be ruled as unconstitutional (because it is).

Throughout it all, our excellent Democratic legislators are working hard and are optimistic to finish this session on a strong note before the close on March 3rd. Keep watch for Wyoming Democratic Party emails and social media updates on bills, as important deadlines will be coming up soon!
