Builders and Energy Advisors needed for Costing Project for Residential New Construction

CHBA National is seeking 10 Builders and a minimum of three Energy Advisors to participate in a CHBA-CBAT Costing Project for Residential New Construction with a focus on Energy Conservation Measures (ECMs).
This project aims to collect updated regional builder costs for energy efficiency measures, materials and labour to support economic analysis for constructing new homes.
Energy Advisors and Builders selected will each receive up to $625+GST per home based on an hourly rate of $125 (4 hrs for data entry, 1 hr for methodology).
It is estimated that this would be a 3-4 hour exercise to be completed by the Builder and the Energy Advisor. CHBA National has allocated five hours of funding at the rate described in the application with a target deadline for receiving all data by February 24th, 2023.

Highlights From the B.C. Throne Speech

On Monday, Lieutenant Governor of British Columbia, Janet Austin delivered the speech from the throne, outlining the provincial government’s plans and priorities over the next year.
The throne speech referenced several action plans that will impact our members, including:
- Increase the stock of housing for middle-income families
- Increase action on climate change
- Address labour shortages by rolling out a skills-training plan
With the BC Budget set to be unveiled on February 28, CHBA BC staff will be in Victoria and will be among the first organizations to get a look. We’ll be reporting on the details and providing feedback to our members.

Recent Changes to Strata Legislation

The provincial Housing Policy Branch has advised of a series of changes to strata legislation and regulations that were brought forward via Order-in-Council on January 24.
These changes are briefly identified below, with a particular focus on changes made to the Contingency Reserve Fund minimum contribution, for the attention and feedback of developer-members of CHBA BC:
A. Strata Rental Restrictions – Minor Regulation Changes to Form J (Rental Disclosure Statement), Form B (Information Certificate), and the removal of various references to rental restriction bylaws from the Strata Property Regulation;
B. Strata Insurance Changes - Effective April 1, 2023 strata corporations and sections must provide a summary of insurance coverage to be included with Form B (Information Certificate). Section 5 of Bill 14 was brought into force (January 24, 2023) to make a minor change clarifying the voting threshold requirements under section 96(b)(i)(A)(II) of the Strata Property Act.
*Increase to the minimum Contingency Reserve Fund* Effective November 1, 2023, the minimum contributions to the contingency reserve fund (CRF) will be increased to give stratas more funding for building repair and maintenance, and potentially reduce the likelihood of insurance claims.
- Increase the minimum amount that the owner developer must contribute to the contingency reserve fund to the lesser of (a) 10% of the estimated operating expenses multiplied by the number of years since the strata plan was deposited, or, (b) 50% of the estimated operating expenses. These amounts are being increased from 5% and 25% respectively.
- Require the strata corporation (and section, if any) to contribute to the CRF in the first annual budget and in each subsequent fiscal year at least 10% of the total amount budgeted for the contribution to the operating fund.

The Student Awards are being offered to increase access to Association educational programs and help interested individuals become building and plumbing officials.
