In 1994, the US Congress passed a Crime Bill that allocated billions of dollars to build the infrastructure for mass incarceration. States were offered money to pass harsh laws, to militarize their police forces and to build more and more prisons. We believe it is time for the U.S. government to reverse and remedy that by passing an equally ambitious Justice Reinvestment Act. This time, we need to send billions of dollars for mental health and substance use disorder treatment, for jobs and job training, for opportunities for at-risk youth and to build stronger communities, especially in the areas most devastated by mass incarceration. This time, states should be rewarded for decreasing their prison population and for reducing arrests.
On the webinar, we will hear from impacted people, and we will hear from people who can help us better understand the national landscape as we take on this challenge. In addition, we will talk about what Justice Reinvestment can also look like on a state and local level.
