If you look at the precinct vote totals from 2021, ELEVEN of the newly drawn House and Senate districts are toss-ups. Districts in Northern Virginia, down I-95 in Stafford and Fredericksburg, in the Richmond suburbs, Hampton Roads, and out in Southwest will decide the balance of power in Virginia.
