New York State’s Excluded Workers Fund (EWF) provided undocumented workers with the financial relief they did not qualify to receive through federal programs during the COVID-19 pandemic.
A new report from the Urban Institute and Immigration Research Initiative examines the successes and shortcomings of the program. The case study of EWF revealed the possibility to develop state-level programs, at scale, that fill gaps in the federal safety net.
