Factory farms pollute our water, poison our air, degrade our climate, and harm communities across the country. But 2023 could be the year we score our first state legislative win in our multi-year campaign to ban this practice as we advance a more resilient food system. Today is the reintroduction of the Farm System Reform Act in Congress. For years, Food & Water Watch has been working to stop factory farms, and in 2018 we were the first national organization to call for a ban on factory farms. This bill would achieve that goal.

When we launched this campaign, we knew it would take a bottom up grassroots effort, starting at the state and local level. That’s why, since then, we’ve been fighting alongside communities across the country – from Maryland to California, Iowa to Oregon, to stop factory farms. And this approach is starting to pay off.

In Oregon, for example, we’ve got a real shot at passing legislation with more champions in the state legislature and more organizations joining our efforts. A statewide factory farm moratorium in Oregon — the first in the country — would advance efforts against factory farms nationwide.

It would also bolster federal efforts to move the Farm System Reform Act – to benefit farmers, rural communities, the climate and the welfare of animals. Especially in a divided Congress, it’s important our elected officials hear that stopping factory farms is a top priority as they consider key decisions about agriculture policy this year.

The Farm System Reform Act is the bold national approach we need to bring dirty factory farming under control now — and begin the necessary transformation to a safe and equitable future for food consumers. This legislation will:

- Place a moratorium on new and expanding large factory farms
- Phase out existing large factory farms by 2040
- Enforce environmental laws on existing factory farms, including holding Big Ag companies responsible for the pollution created
- Provide support for people operating factory farms to transition to more sustainable forms of agriculture
- Bring more fairness to agricultural markets through antitrust enforcement 

In 2023 we’re doubling down and dedicating more research, national volunteers, and funding for key tactics in our fight to ban factory farms — both in Oregon and in Congress.
