*Commonwealth
Fraud Prevention Act *

Senator Kristin Phillips-Hill (R-York) and I
are planning to reintroduce the Commonwealth Fraud Prevention Act
[link 5] this session. This legislation, which was introduced last
session as SB38 [link 6], will serve as a Pennsylvania False Claims
Act. The CFPA is modeled on the Federal False Claims Act, which
celebrates its 160th Anniversary this year.

The Commonwealth Fraud
Prevention Act will protect whistleblowers against retaliation for
reporting waste, fraud, and abuse of taxpayer dollars. According to
the 2022 Association of Certified Fraud Examiners Report to the
Nations [link 7], about 42% of fraud is detected by tip and more than
50% of tips come from employees. Protecting these whistleblower
employees from retaliation is crucial to safeguarding Pennsylvania's
taxpayer dollars.

Each year, the General Assembly establishes a
budget that spends millions of dollars in taxpayer money on services
for Pennsylvanians. The Commonwealth Fraud Prevention Act will help us
make sure that if tax dollars are not spent as intended we can
discover that fraud, recover those funds, and ensure it doesn't happen
again. A state False Claims Act is a powerful tool for government
accountability and transparency that Pennsylvania needs before we pass
another budget.

Thank you to the editorial board of the Times-Tribune
for their support of this legislation! Read more at: Fight fraud with
false claims law | Opinion | thetimes-tribune.com [link 8]

*Radon
Safety*

Did you know Pennsylvania has one of the most serious radon
problems in the country? It is estimated that 40% of Pennsylvania homes
have radon levels above safe levels.
Fortunately, homeowners, builders
and institutions can get assistance from the Pennsylvania Department
of Environmental Protection's (DEP) Radon Division [link 10] with
testing, monitoring, and mitigation of radon.

To get started with
your radon plan call the DEP Radon Hotline at 800-237-2366 or:
717-783-3594. If you are a homeowner, there is a special page on the
DEP website with information and videos on testing and mitigation at
Radon in the Home (pa.gov) [link 11].
