Is There Energy Advisor Capacity In Your Region To Support?
CHBA BC
The BC Energy Step Code is on its way and in response, CHBA BC has launched a new online training program for new Energy Advisor Students.
Description:
An Energy Advisor (EA) conducts energy audits to help British Colombian builders and homeowners solve their energy efficiency concerns, save money, and possibly have a more comfortable, healthier home. They also help reduce the impact of home energy use on our environment. The Canadian Home Builders' Association of BC offers training and certification for EAs, so you have the tools you need to deliver high-quality home energy assessments.
This Stage 1 workshop provides training on the use of the HOT2000 software which is used to model new house plans within the EnerGuide for New Houses, ENERGY STAR, and Net Zero certification programs. The course covers the responsibilities of a plan evaluator, who performs HOT2000 energy analysis of house plans, playing a key role in the quality assurance process for labelling EnerGuide, ENERGY STAR and Built Green® homes. Training is also provided on the blower door test equipment and procedures.
Cost: $2500 + tax
Course format:
Students are required to attend four (4) half-day online training sessions.
The next set of dates for Stage 1 training are: Feb 15 / Feb 22 / Mar 1 / Mar 8
8:30 am-12:30 pm for each session
Students will be required to complete weekly assignments including the submission of training files. The course will conclude with an online final exam. A pass mark of 80% is required.
Inquiries regarding the training should be sent directly to [email protected].

Coming to Kelowna: Mind the Gap: Preventing Failures in HVAC and Airtightness
CHBA BC
This one-day, in-person course will take a deeper dive into the BC Energy Step Code metrics for Part 9 buildings and how to achieve Step 3 and higher through design and building techniques to build better and minimize costs. The content will focus on practical strategies for effective design, proper selection and installation of mechanical systems, and airtightness. Using real-world examples and different housing archetypes from local climates, we will examine why some projects fail while others pass easily.
This course will include an onsite component at the end of the day. Using a local onsite home, the class will participate in a blower door test. This will include hands-on preparation for the test, highlighting common problem areas as well as strategies for improvement and repairs.
If you have a home that is close to the event location (Penticton and Nelson) and would like to offer it as a test home the instructor team can provide you with a mid-construction verification for your permit compliance as this test would be considered a proper mid-construction test.

BC Hydro Increases Service Levels Across B.C.
BC Hydro
BC Hydro has announced it is re-opening offices across the province to speed up service times and to provide the option of getting in-person support with connection requests. These include BC Hydro offices in downtown Vancouver and in Vernon which were re-opened on February 1 and the office in Prince George which will re-open this Spring.
In addition, BC Hydro is also opening new regional offices in Victoria and Nanaimo this Spring to provide more support to customers on Vancouver Island.
Staffing levels are also being increased for the design and customer connections staff. These individuals are in local offices across the province. Over 50 new staff are being added to this team and others are being reallocated from other areas of the company to support the customer connections team.
CHBA BC has been advocating for increased service levels at BC Hydro and we are pleased to see these efforts taken.

The 2023 Canadian Cost Guide is Out Now
Altus Group
Altus Group has released its 2023 Canadian Cost Guide which is designed to be an accessible tool for initial budgeting or to benchmark an estimate for Canadian real estate development and infrastructure construction costs.
The Canadian construction and development industry hit major turbulence in 2022. The combination of widespread supply chain disruptions, sustained cost escalation, and rapidly rising interest rates strained the budgets of builders, developers, and governments alike.
Altus Group predicts there is reason for cautious optimism in the year ahead. Underpinned by high immigration, increased immigration targets and a large backlog of projects underway, demand is likely to remain strong, even with a mild recession. In addition, supply chain snarls and inflation appear to be at, or nearing, an inflection point; potentially opening the door to less construction cost volatility in the year ahead.

BC Builders More Optimistic Than Rest of Country According to Q4 HMI Data
CHBA National
CHBA National has released its Q4 Housing Market Data and the results show builder confidence continues to decline amid high interest rates and uncertainty in the housing market.
The increases in interest rates throughout 2022 have significantly impacted the traffic of prospective homebuyers for CHBA members as 77% said there has been less traffic due to rising rates. As prospective buyers continued to sit on the sidelines in Q4 awaiting an end to rising interest rates, and first-time home buyers face challenges qualifying for a mortgage due to higher interest rates, builders’ sales offices in many regions have been so quiet some have even closed their sales offices, with builders citing the sales the lowest in 15 years or more. 75% of builders said it is critical for their business that interest rates stop rising immediately or by Q1 at the latest, with 88% expressing concern for their business in 2023.
However, builders in BC are more optimistic than in the rest of the country. Builders in British Columbia were more likely to select a Fair rating for current conditions, while an overwhelming 76% of builders in Ontario and 55% of builders in the Prairie Provinces rated current conditions as Poor.
