Raising the debt limit does not authorize or allocate new federal spending. It simply allows the Treasury to borrow funds to cover spending already approved by Congress.

Unfortunately, the Republican House has proven that they are not capable of handling such a simple responsibility. Instead, just like in 2011, they want to use the threat of economic catastrophe to force through unpopular and dangerous spending cuts.

Several solutions have been discussed that are worthy of consideration. A few senators have introduced the Protect Our CREDIT Act of 2023 which would enable the President to raise the debt limit, subject to a two-thirds vote of disapproval by Congress. Another proposal would be to eliminate the debt limit altogether, which Treasury Secretary Janet Yellen supports. Lastly, President Biden could take executive action to mint a trillion-dollar coin.

The United States is essentially the only country requiring a separate vote on raising the debt ceiling. Most governments assume if spending is legally authorized then the necessary funds must be made available, either through taxes or borrowing.

Right now, Congress must pass a clean increase of the debt limit—with no extortions such as massive cuts in Social Security, Medicare, or other domestic priorities. But in the long term, we will be back to where we have been before without fundamental reform.

Our message to Congress & President Biden:
Raising the debt limit does not authorize or allocate new federal spending. It simply allows the Treasury to borrow funds to cover spending already approved by Congress. It cannot be held hostage by opportunistic politicians who will throw our country into default to please some of their concessions. We must pass comprehensive reform to prevent a future debt limit crisis.
