He’s already revived his student loan bailout scheme through executive rule making – a tactic he often uses to force his most unpopular ideas on the American people.

• Half of student loan debt is held by households that earned graduate degrees.
• This plan benefits some of the wealthiest Americans.
• It punishes people who’ve paid off their loans or avoided taking on debt.
