Join us on February 9th for a quick dive into federal advocacy! Grounded Solutions will be hosting a webinar that introduces the basic strategies you can use to advocate for funding, legislation, and policy change at the federal level. We will be reviewing basic concepts of the federal statutory and regulatory process, as well as useful strategies for you to begin your advocacy work.

On the topic of federal policy, the Consolidated Appropriations Act, 2023 was signed into law on December 29, 2022. While we were happy to see a funding bill pass, it did not provide substantial funding increases for our field. Two of the main programs that support our work – HOME and CDBG – were funded at the same levels as in FY22, while the SHOP program saw only an 8 percent increase. Meanwhile, inflation has only intensified the need for these resources in our communities.

However, there are two items from the budget that are worth mentioning:

• The annual allocation to NeighborWorks America (NWA) included $4 million for developing shared equity housing and promoting the adoption of shared equity homeownership models in NWA affiliates – a $1 million increase from the previous year. • HUD was provided $225 million to run a program that seeks to “preserve and revitalize” manufactured housing, with a particular focus on resident-owned manufactured housing. With the new Congress underway, advocacy for federal funding is increasingly important. This year brings a lot of opportunity to educate our elected officials on the importance of shared equity homeownership in advancing racial and economic equity, and we look forward to working with you to make our voices heard!
