Governor Kelly Announces Staff Changes

*TOPEKA *– Today, Governor Laura Kelly announced new staff changes within her administration. Zach Vincent will now serve as Deputy Director for Legislative Affairs — Education, Dominique Sanchez will now serve as Deputy Director for Policy — Human Services, Conor Eubanks will serve as Deputy Director of Legislative Affairs — Labor and General Government, and Rachel Bell will serve as Constituent Services Coordinator.  

“Zach, Dominique, Conor, and Rachel have been strong assets to my team these past few years,” *Governor Kelly said.* “I look forward to working with them in their new roles during my second term as governor.”  

Zach Vincent has served the Kelly Administration for nearly two years as Deputy Director for Legislative Affairs. In this expanded role, he will oversee policy, legislative affairs, and stakeholder engagement on early childhood and childcare, K-12, and higher education issues. He will also handle the office’s public safety policy portfolio. Vincent received his B.S. in Political Science from Washington University in St. Louis. 

Dominique Sanchez started her career in the Kelly Administration as Special Assistant to the Chief Advisor for COVID-19 Coordination and later transitioned to the Government Affairs team as a Policy Analyst. As Deputy Director for Policy—Human Services, Sanchez will oversee the Health and Human Services portfolio, which includes Medicaid, public health, foster care, SNAP and other assistance programs, mental health, and elderly and disability services. She received her B.A. in Chemistry and Psychology from the University of Missouri-Kansas City (UMKC).  

Conor Eubanks is joining the Governor’s Office after serving as the Political Director of the Kelly-Toland campaign this past year. In his role as Deputy Director of Legislative Affairs — Labor and General Government, Eubanks will be responsible for developing and maintaining working relationships with legislators, stakeholders, lobbyists, and legislative and agency staff as it relates to organized labor and governmental affairs. Eubanks received his B.S. in Political Science from Kansas State University. 

Rachel Bell is joining the Constituent Services team after interning with the Office this past fall. In her new role, she will assist Kansans with any questions or concerns they have regarding state government and provide a variety of services to help with proclamations and special recognitions. Bell received her B.A. in Oxbridge Institutions and Policy and International Relations from William Jewell College and the University of Oxford.
