Good morning. As we move into February, I hope that you’ve had a wonderful start to the new year. It’s hard to believe we are already one month in to the 118th Congress, led by the new Republican majority. I want to bring you some highlights as we begin delivering on our Commitment to America and work to get our country back on track.
New Roles: Working For You
This month I was honored to take the reins in two new leadership positions in Congress. Both will allow me to better serve the 4th District, our great state, and the nation.
Chairman of the House Appropriations Subcommittee on Labor, Health and Human Services, and Education (LHHS)
Receiving the chair’s gavel for the LHHS Subcommittee is a responsibility I do not take lightly. The U.S. Constitution states in Article I, “No money shall be drawn from the Treasury but in Consequence of Appropriations made by Law”. As the chairman of this Subcommittee, I look forward to working with my colleagues in the House to bringing fiscal responsibility back to how these agencies are funded.
LHHS is responsible for the largest non-defense portion of the entire federal budget. And American taxpayers deserve better than the out-of-control deficit spending that we have seen from the Biden Administration and the Democrats who were controlling the House and who are still in control of the Senate.
Chairman of the House Values Action Team
The Values Action Team (VAT) is a registered Congressional Member Organization in the House of Representatives focused on domestic policy issues. VAT Members partner with like-minded citizen groups to achieve common legislative and administrative goals safeguarding families and communities, supporting the institution of marriage, advancing educational freedom and opportunity, and ensuring First Amendment freedoms for all Americans.
I am truly honored to serve as VAT Chair for the 118th Congress. Working together with our colleagues in both the House and the Senate, we have an unparalleled opportunity to advance an agenda that protects the rights of individuals, parents, and families. We are committed to securing a future of freedom and safety for our children and creating opportunity for every American.
New Rules: Republican Leadership
There is a lot changing in the House of Representatives, and I think it’s important to give you a look into how we plan to lead in the 118th Congress. Republicans are going to cut spending and have just made it very difficult for taxes to be raised in the this session of Congress. We restored a requirement for a three-fifths supermajority vote in the House on tax rate increases to prevent the “pay-as-you-go” method of spending. We have instituted a “cut-as-you-go” policy that prevents any bills from being passed that have the net effect of increasing mandatory spending within a five or ten year budget window.
We have also instituted a 72-hour notice requirement for bills to prevent last minute votes on massive bills that no one has had the time to read, like the Omnibus bill I voted against right before Christmas.
New Action: Here’s What Passed Already
In just the first week of the new Congress, we were able to pass key legislation that lays the groundwork for the next two years.
THE FAMILY AND SMALL BUSINESS TAXPAYER PROTECTION ACT
This bill rescinds new IRS funding that the Biden Administration is using for their 87,000 new IRS employees to go after middle class families and small businesses. The IRS should be focused on providing quality services to taxpayers, not targeting them.
PROTECTING AMERICA’S STRATEGIC PETROLEUM RESERVE FROM CHINA ACT
This legislation prevents the Secretary of Energy from selling U.S. emergency oil reserves to any entity affiliated with the Chinese Communist Party (CCP) or any entity that intends to export it to China.
BORN-ALIVE ABORTION SURVIVORS PROTECTION ACT
This bill requires appropriate medical care for children who survive abortion procedures and imposes strong criminal penalties for failure to provide such care. Additionally, the bill protects women upon whom abortions have been performed from prosecution.
ESTABLISHED THE HOUSE SELECT COMMITTEE ON STRATEGIC COMPETITION BETWEEN THE UNITED STATES AND THE CHINESE COMMUNIST PARTY
The China Select Committee will provide policy recommendations on how the U.S. can win the economic and technological competition within the CCP.
Roe V. Wade 50th Anniversary
January marks the 50th Anniversary of the Supreme Court decision in Roe V. Wade, which legalized abortion in America. This deeply flawed decision was finally overturned last year, but we must continue to remember the 60 million unborn babies who lost their lives after that decision. I spoke on the House floor to commemorate the anniversary, which you can watch above.

Alabama's Inauguration
I was honored to join Governor Kay Ivey and all our state's constitutional officers as they took their oaths of office in Montgomery. I know our entire U.S. Congressional Delegation in Washington along with our elected counterparts in Montgomery are ready to fight for Alabama!
TOMBIGBEE ELECTRIC COOPERATIVE
I was recently in Guin to speak with officials from local electric cooperatives. We had the opportunity to honor Steve Foshee upon his retirement as the President of Tombigbee Electric and Tombigbee Communications. Steve has done so much to advance high-speed broadband in Northwest Alabama and our region will miss his passion for this work, but we wish him the best in his well-earned retirement years.

I was honored to be a part of the groundbreaking for the new Snead State Community College Workforce Development Center located at the Marshall County Tech School in Guntersville. In Congress, I was able to secure a $1 million earmark to provide the equipment and technology for this center that will help train the area workforce for the jobs of the future.
