Our 21st annual "State of Tobacco Control" report evaluates states and the federal government on laws and policies necessary to save lives from tobacco. This year's report finds that the states doing the best are California, District of Columbia, Maine and Massachusetts, while the states that need to do much more to reduce the burden of tobacco use are Alabama, Mississippi, North Carolina and Texas.
