About the Continuum of Care (CoC)

Responsibilities of a CoC include designating and operating the Homeless Management Information System, designing and implementing the process associated with applying for CoC Program funds, and planning for the CoC (including coordinating the implementation of a housing and service system within its geographic area that meets the needs of the individuals and families who experience homelessness there). Please note: This event is for outreach kit assembly only. Volunteers are not needed to assist during the Point-in-Time Count.
 

About the Point-in-Time Count:

The U.S. Department of Housing and Urban Development requires the collection of Point-in-Time Count (or PIT Count) data for one night each year to assist in measuring the extent of homelessness within Alaska. This data is later used to advocate for federal and state funding to assist Alaska’s homeless.

The Anchorage Coalition to End Homelessness (ACEH) will continue to complete the PIT in partnership with national planning and HUD. A primary goal of ACEH is to improve local data strategy because solving homelessness starts with connecting stakeholders to comprehensive and accurate information about the people being served.

December Outreach Data

Pop-up Outreach Events are held Tuesdays and Thursdays.
Davis Park Ball Field, 1 pm – 4 pm
 
At these events, outreach teams provide Coordinated Entry assessments and information regarding available services. SALA Medics are on location to provide First Aid for clients as needed. Snacks, coffee, and other items are to be distributed to unsheltered individuals.

Abused Women's Aid in Crisis (AWAIC)

Registration is now open for Alaska Ski for Women!

The Alaska Ski for Women (ASFW) is North America’s largest women-only cross-country ski event. This is a great event where women of all ages and abilities come out to Nordic ski approximately 2.4 miles (4K), many in colorful costumes.

The main event this year will be on Sunday, February 5th. For those who would prefer to avoid the crowds, the 4km course will be decorated on Saturday, February 4th and the whole family is invited to ski – including men!

This is not only a FUN event, it’s also a FUNDRAISING event! Proceeds from the race are donated to groups that actively work to improve women’s lives. A special focus is ending the cycle of violence against women and their families and to help women in crisis find positive solutions to a healthier life. The children's program at AWAIC is partially funded by the proceeds of this event.

State of Alaska Plan for Disaster Recovery #4413

2018 Cook Inlet Earthquake (POINT MACKENZIE EARTHQUAKE) Substantial Amendment #3

Substantial Amendment #1 is a partial Action Plan, which adds additional references and amends Introduction and Background on pages 5-9; Impact and Unmet Needs Assessment on pages 10-38; revises the Proposed CDBG-DR Budget on pages 39-40 and Appendix A; temporarily suspends the Public Housing, Home Repair, Local Buyout, and Public Infrastructure Programs; permanently deletes the Temporary Relocation Assistance and the Manufactured Home Repair or Replacement Programs; and adds the Forest Park Optional Relocation Program on pages 64-71. Due to the severity of the Unmet (Affordable) Housing Needs within Municipality of Anchorage and Matanuska-Susitna Borough, the Public Infrastructure Programs within Municipality of Anchorage and MatanuskaSusitna Borough, and the entire Economic Revitalization Program have been deleted.

Substantial Amendment #1 proposes limited funding use of $2.5M for the purpose of expediting one program activity, the Forest Park Optional Relocation Program, within Municipality of Anchorage, the HUD designated “Most Impacted and Distressed (MID)” jurisdiction and $7,171,200 for State Administration and Planning funds so the State may continue to work with the jurisdictions to identify capacity and prioritize housing and program activities.

Substantial Amendment #2 proposes limited funding use of $6.01M for the purpose of expediting the Cook Inlet Housing Authority (CIHA) Affordable Housing Program within Municipality of Anchorage. Continue reading...

Understanding Homelessness Data

SAMHSA released the Expanding Access to and Use of Behavioral Health Services for People at Risk for or Experiencing Homelessness guidebook.
The guidebook highlights strategies for behavioral health and housing providers to conduct outreach and engage with individuals experiencing homelessness, initiate use of behavioral health treatment as they wait to receive stable housing and retain them in their recovery efforts once housed.
The SAMHSA Mental Health Technology Center (MHTTC) Network will host a publication webinar on February 2, 2023, at 2:00 PM EST highlighting findings from the guidebook.

Biden-Harris Administration Releases Blueprint for a Renters Bill of Rights

The White House announced new actions to protect renters and promote rental affordability, as well as a Blueprint for a Renters Bill of Rights. Among the new actions the White House announced today are:

  • The Federal Housing Finance Agency (FHFA) will launch a public process to examine proposed renter protections and anti-rent gouging measures for new federally-backed mortgages.
  • The administration will hold quarterly meetings with renters and advocates to continue the conversation on renter protections, and will launch a Resident-Centered Housing Challenge, a call to action to housing providers and other stakeholders to commit to renter protections.
  • The Federal Trade Commission (FTC) and Consumer Financial Protection Bureau (CFPB) will collect information to identify unfair practices that prevent tenants from accessing or staying in housing, informing each agency’s enforcement actions. This is the first time the FTC has acted on renter protections.
  • The CFPB will issue guidance and coordinate with the FTC on enforcement to ensure accurate credit reporting.
  • HUD will publish a notice of proposed rulemaking to implement the 30-day-notice requirement enacted by Congress through the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020.
