The EU has agreed to a carbon border adjustment, levying an emissions-based tariff on some imports, including steel. Because U.S. steel production is more carbon-efficient than China's, U.S. exports might face a 6 percent price increase in European markets, while Chinese exports will face an 18 percent increase.
