Gov. Justice proposes largest tax cut in West Virginia history with 50% PIT reduction
|
|
Gov. Justice proposed the largest tax cut in West Virginia history during his 2023 State of the State Address on Wednesday evening.
His proposal includes a 50% personal income tax reduction over three years while setting aside $700 million in reserve. The phase-out begins with a 30% reduction in June 2023, and another 10% reduction in the following two years.

House Finance Committee passes tax cut, House Floor expected to read bill next week
|
|
|
The West Virginia House of Delegates Finance Committee passed Gov. Justice's 50% personal income tax cut. Now, the bill goes to the House Floor for reading, debate, and vote. The House and Senate are adjourned until Monday.

Knighted: Gov. Justice welcomes first class of Business Knights of West Virginia following State of the State Address
|
|
Gov. Justice also spotlighted several new companies that planted roots in the Mountain State in 2022.
He announced the creation of the Business Knights of West Virginia to thank them and inducted them into its first class.
In 2022, more than $6.19 billion was invested by 29 new companies through Economic Development efforts and activities. This led to the creation of more than 3,300 jobs, with more than 3,100 being retained.
During his State of the State Address, Gov. Justice announce TCL Specialties is building a chemical plant in Marshall County; a $150 million investment creating 50 jobs. He also announced Morgantown-based company, CMI2, has been awarded $100 million in new Department of Defense contracts to expand its footprint into Clay County.

Historic tax cuts one of many proposals from Gov. Justice at seventh annual address
|
|
Gov. Justice also proposed the following during the address for the Legislature’s consideration:
- State retirees will receive a one-time payment of $1,500
- Minimum monthly payments for all state retirees over 70 with 25 years of service will increase to $1,000
- Funding for crisis pregnancy centers totaling $1 million
- Additional funding for West Virginia’s food banks totaling $1 million
- Funding and establishment of the Posey Perry Emergency Food Bank Bucket that will total $10 million and allow food banks to draw from when they have a need
- Supplying PEIA with $100 million from surplus to shore up the PEIA Rainy Day Fund
- Another $40 million to help raise PEIA rates at our in-state hospitals
- The Welcome Home Program that will provide a $5,000 incentive to any United States Veteran who chooses to relocate and stay in West Virginia for three years

Gov. Justice announces petition to designate several West Virginia counties as HUBZones
|
|
Gov. Justice announced that he has petitioned for Boone, Clay, Hampshire, Monroe, and Preston Counties to be Governor-designated HUBZones.
The Historically Underutilized Business Zone (HUBZone) program gives participating small businesses access to exclusive federal contracting opportunities.
West Virginia is one of the first ten states to petition for expanding access to this program through Governor-designated HUBZones.

First Lady Justice announces two counties added to CIS program; three new schools to receive Friends With Paws therapy dogs
|
|
First Lady Cathy Justice announced today that West Virginia’s Communities In Schools (CIS) program will be adding schools this month in two new counties and two participating counties across the state.
A total of 13 schools in Harrison, Kanawha, Mingo and Webster counties will be the newest additions to the education initiative.
First Lady Justice also announced that schools in Summers County, Kanawha County and Mercer County will be the first locations in 2023 to receive therapy dogs through the CIS Friends With Paws therapy dog program.

Workforce West Virginia announces new Kanawha City facility, unveils new initiatives
|
|
WorkForce West Virginia announced the Charleston local WorkForce office recently moved to a new location in Kanawha City. The facility is housed in the former Elder-Beerman storefront.
As part of the move, WorkForce West Virginia is launching the West Virginia Jobs Connect Center. This new Center enhances WorkForce West Virginia’s new initiative to provide more intensive statewide case management services to West Virginians.
