Hi —
You’ve probably been following the saga in Washington around the House Speaker elections. It’s been incredible to watch – but I wanted to make sure you know about the developments around leadership in Harrisburg because they are really important for what’s to come.
On Wednesday, Rep. Mark Rozzi, representing Berks County, was elected as the Speaker of the Pennsylvania House of Representatives. He hadn’t been a contender for this position, but after anti-environment Republicans threatened to delay special elections in several strongly Democrat-leaning districts in order to maintain control of the House, Rep. Rozzi rose as the bipartisan choice to lead the chamber.
Rep. Rozzi now holds tremendous power over the bills that are brought up for a vote before the full State House. Because of his crucial role, we wanted to make sure you know that he has earned a lifetime score of 85% on our Pennsylvania Environmental Scorecard.
Based on his voting record, we're optimistic that he's going to continue to support pro-environment policies in his new leadership position.
But – no matter who's Speaker – we only win when we get vocal and remind our leaders that we want them to put people ahead of polluters. And the earlier we reach out to Speaker Rozzi, the more of an impact we’ll have while he’s making important decisions about committees and procedures.

Once the special elections are held, pro-environment Democrats are likely to have only a one-vote majority in the House. That razor-thin edge means that we’re going to see a lot of negotiating in the next few years and that we will need to work with both Republicans and Democrats to accomplish our goals.
We need to remind our leaders that the environment is NOT a partisan issue - all Pennsylvanians want clean air, safe drinking water, and accessible open spaces to enjoy with their families. We saw this in action in last year's bipartisan state budget which invested historic funding in conservation and clean water.
But oftentimes, environmental protections, especially those for environmental justice communities, are among the first policies to get traded in tough negotiations. If we stand shoulder to shoulder with our partners and get loud, we can protect our green spaces and waterways, help address sources of air pollution, support clean energy jobs and a just, clean energy transition, and eliminate barriers to voting.
Right now is the time to make our voices heard, when Speaker Rozzi is developing his priorities and making important committee assignments.
