Many Democrats argue that Schiff is not required to testify, however Schiff accidentally incriminated himself last year because he admitted, and then lied, about having met with the "whistleblower" before he filed the complaint making himself a fact witness.
“I’m not a fact witness so other than mollifying the president, I’m not sure why the Senate would call me or Nancy Pelosi as a witness,” Schiff told ABC's Abby Huntsman
