Dear John,

This is James Massa, new CEO of NumbersUSA, reaching out to you with a year-end message of thanks, encouragement, and information.

As you are aware, Roy Beck, founder of NumbersUSA, stepped down from the position of CEO this year effective October 6, 2022, and I assumed the mantle of that position. Roy remains on the Board of Directors. More importantly, Roy and I have worked together weekly to ensure that the strength and momentum of your efforts and that of NumbersUSA did not suffer in any way due to the transition. In fact, Roy remains involved on a couple select projects so that the overall impact is that his current efforts add to mine.

I have been on the job for 70 days now and am so impressed with your activism. Even as I pen this introduction to our year-end letter to you, I know many of you have been tirelessly contacting your elected representatives to demand they vote "NO" on the EAGLE Act. YOUR VOICE is being heard and is effective!

The EAGLE Act was an attempt of the 117th Lame Duck Congress to pass legislation that removed per-country caps on employment-based green cards and other actions which would dramatically increase the number of "temporary" visa holders/workers taking jobs from qualified U.S. Citizens. The EAGLE Act also would have allowed almost all temporary foreign workers to remain in the country permanently, thus permanently locking U.S. Citizens out of those jobs. It also would effectively open the floodgates for Big Tech to use H-1Bs to recruit almost exclusively from two nations -- India and China. Although there are many good foreign workers who can contribute to the U.S. Big Tech firms via the H-1B process, it should NOT be at the expense of qualified U.S. Citizens, of which tens of thousands of tech workers have recently been laid off by Big Tech. As I tweeted to the 117th Congress, it is the equivalent of a person dying of thirst asking for salt for Big Tech to want Congress to pass the EAGLE Act.

Your e-mails and phone calls have made the difference. When the battle began over whether the EAGLE Act would be passed (and it is a battle), NumbersUSA was faced with giants such as Amazon Action (their lobbyist organization) praising the value of passing such legislation. However, your activism efforts and NumbersUSA's coalition building efforts have stayed the vote from occurring to date. Those in favor of the EAGLE Act no longer have confidence that they have the votes for it to pass. YOU are making a difference.

However, this is a battle of attrition. The 117th Lame Duck Congress has debated the Act. Although other pressing issues face them, technically at any time before they adjourn they could vote on the EAGLE Act. On what is the most wonderful of unexpected alliances, NumbersUSA is supported by unlikely bedfellow partners in opposing the EAGLE Act. This includes the Heritage Foundation and some members of the Congressional Black Caucus. It may be that only on the issue of immigration would such generally different oriented organizations come to agree that what is best for America is to ensure American workers are employed first before any temporary foreign workers are given U.S. jobs.

Again, thank you for your efforts to date on this and many other issues. Your actions matter.
