A fifth of American adults struggle to read. And in a nation whose education system is among the most unequal in the industrialized world, many Americans are being failed twice: first, by public schools that lack qualified people and resources to help those who struggle, and second, by the backup system intended to catch those who were failed by the first. Our investigation found that access to publicly funded assistance is limited, increasingly insufficient and highly dependent on geography and the political will of elected officials.
This investigation represents how wide reaching journalism can be when published in the public interest.
