Philadelphia’s voter turnout plummeted 33% from 2020 levels this election and reached its lowest share of Pennsylvania’s vote in two decades. Had the city followed the statewide average of 22%, 84,000 more votes would have been cast.
Make no mistake. This is no natural or random variation — these drops were the sharpest in historically disenfranchised and neglected communities of color and immigrant communities.

It’s not all bad news, though, John. As the article mentions, both Philly’s suburbs and Allegheny County, both of which were a part of our centered regions in 2022, actually increased their shares of votes cast in the state.
