Public Notice: In Situ Mine Permit Application - Lost Creek ISR, LLC PT0788

Lost Creek ISR, LLC of 1478 Willer Drive, Casper, WY 82604 has applied for an in situ
mining permit amendment to Permit to Mine #788 for the LC East/KM Amendment expansion
from the Land Quality Division of the Department of Environmental Quality of the State of
Wyoming to mine additional areas within the existing permitted Lost Creek Project and to expand
mining into the contiguous LC East Project. The existing Lost Creek Project area for the KM
amendment is in all or portions of Sections 16-20 and 29-31 of T25N R92W and Sections 13, 24,
and 25 of T25N R93W. The LC East amendment area for the additional mining of uranium will
be located in: T25 N R92W in all or portions of Sections 1-4, 9-12, 14-15, 20-23, 26-29 and in
T25N R93W in all or portions of Sections 13, 24, and 25 and in T26N R92W in portion of Section
35 northeast Sweetwater County, Wyoming. The area is approximately 14 miles southwest of
Bairoil, Wyoming in the northeast corner of the Great Divide Basin. The proposed operation is
scheduled to begin June 2023 and is estimated to continue until 2035.


Information regarding this application may be reviewed in the office of the Land Quality
Division of the Department of Environmental Quality in Cheyenne or the Sweetwater County
Clerk's Office Green River, Wyoming. Written objections to the proposed mining operation must
be received by the Administrator of the Land Quality Division, Department of Environmental
Quality, 200 W. 17th Street, Suite 10, Cheyenne, WY 82002 before the close of business January
30, 2023. Objections may also be submitted by the same deadline via the Land Quality Division?s
electronic comment portal at http://lq.wyomingdeq.commentinput.com/. The Director shall issue
a final written decision on the application within thirty days after the deadline to file objections.
The applicant or objector may appeal the Director?s written decision to the Environmental Quality
Council (EQC). If a hearing is held, the EQC shall issue findings of fact and a decision within
sixty days after the final hearing. The hearing shall be conducted as a contested case in accordance
with the Wyoming Administrative Procedure Act (W.S. ?16-3-101 through 16-3-115) and the right
of judicial review shall be afforded as provided in that Act. All parties as identified in W.S. ?35-
11-406(j) will be mailed a copy of this notice. The Wyoming Oil and Gas Commission will be
mailed a copy of the application mine plan map as required in W.S. ?35-11-406(j).


Pursuant to Water Quality Divisions Rules and Regulations Chapter 8, the Water Quality Division
of the Department of Environmental Quality will administer a separate public notice and comment
period for the proposed classification of the groundwater in the production zones as Class V
(Mineral Commercial) and the aquifer exemption requested from the United States Environmental
Protection Agency.
