The Puget Sound Partnership Leadership Council will meet on Thursday, December 15, from 9:30 a.m. to 4:00 p.m., at the Asia Pacific Cultural Center, 4851 South Tacoma Way, Tacoma, WA 98409.
All are welcome to attend the meetings.?With the recent expiration of the Governor?s COVID-19 State of Emergency, masking for Partnership staff, board members, and attendees is voluntary. We continue to strongly support those who choose to wear a mask. We plan to have gallery seating for partners and other members of the public who join us and we will make every effort to provide (but cannot guarantee) adequate spacing between seats within the constraints of our meeting space.
We?ll be providing an all-virtual livestream of this meeting, through TVW (link below). We highly encourage partners and other members of the public to utilize this virtual option, if possible, to reduce carbon emissions and to minimize COVID risks for everyone. If you do elect to use the livestream option and wish to submit public comment, please send your written comments to [email protected]?by noon on Wednesday, December 14. We will review public comments submitted by email during the general public comment period on December 15.

Meeting highlights include:
- A presentation and discussion about?reducing the impacts of the railroad on Puget Sound nearshore ecosystems. This session will include an update from a project team (Paul Schlenger, principal associate at Environmental Science Associates, Phil Bloch, managing senior ecologist at Confluence Environmental Company, and Todd Zackey, marine and nearshore program manager, Tulalip Tribes) that conducted an inventory of fish passage barriers along the railroad.?
- A presentation and decision about 2023 legislative priorities. This session will include an update from Partnership staff about the 2023 Washington state legislative session, a review of the results of cross-boards prioritization, and a decision about 2023 legislative priorities. Presentation by Dennis McLerran, chair of the Leadership Council, and Don Gourlie, legislative policy director at the Puget Sound Partnership.?
- A presentation and discussion about the Estuary and Salmon Restoration Program (ESRP) 2023-2025 investment plan. ESRP provides funding and technical assistance to organizations working to restore shoreline and nearshore habitats critical to salmon and other species in Puget Sound. This session will include a presentation about the background and context for ESRP's 2023-2025 investment plan and a discussion of the 2023 Washington state legislative session. Presentation by?Jay Krienitz, ESRP program manager at the Washington State Department of Fish and Wildlife, and Tish Conway-Cranos, nearshore science manager at the Washington State Department of Fish and Wildlife.?
- A?presentation and discussion about climate change and salmon recovery. This session will include a presentation by Lisa Crozier, Ph.D., research ecologist at the National Oceanic and Atmospheric Administration's Northwest Fisheries Science Center, and discussion of next steps. Crozier's research focuses on quantifying the effects of climate change on population viability of Pacific salmon.?
- A discussion about recent local forums that have been co-hosted by the Leadership Council. This session will include a recap and discussion of the local forums the Leadership Council co-hosted in June with the?Snohomish/Stillaguamish Local Integrating Organization (LIO) and in September with the Island LIO. Presentation by Dennis McLerran, chair of the Leadership Council, and Tristan Contesse,?boards program manager at the Puget Sound Partnership.
- A presentation and discussion about the 2023 boards' shared priorities and the Leadership Council's 2023 work plan. This session will include a discussion about proposed changes to the 2023 boards' shared priorities and a status update on 2022 work plan priorities. Presentation by Tristan Contesse, boards program manager at the Puget Sound Partnership.?
