TALCB Discusses Complaints Alleging Appraisal Bias, Adopts and Proposes Rule Changes
The Texas Appraiser Licensing and Certification Board met December 2 and heard updates from staff, discussed the new partnership with the Texas Workforce Commission Civil Rights Division [ [link removed] ] to each review consumer complaints that allege appraisal bias, and adopted and proposed changes to rules.

Comment on Proposed Rule Changes
During the TALCB Meeting, the Board proposed new rules that remove the sanctions guidelines from the complaint processing rule and make it into a separate rule. Written comments on the proposed rule changes are now being accepted. The earliest the rules could be adopted is at the TALCB Meeting on February 3, 2023.

The?Appraiser Diversity Initiative (ADI) [ [link removed] ], launched in 2018, is designed to attract new entrants to the appraisal field and foster diversity by helping them navigate education, training, and experience requirements. Annual AMC Registry Reporting Starts in January
Appraisal Management Companies registered with TALCB must complete AMC National Registry mandatory reporting and pay the registration fee by?*March 31, 2023*.?*AMCs that do not timely comply will not be added to the national registry, resulting in ineligibility to perform services on federally related transactions.*In addition, failure to timely comply will result in a late fee of $500 and may result in disciplinary action.
The current registry reporting period is?*January 1, 2022, through December 31, 2022*. Mandatory reporting can be completed by logging on to TALCB?s?Online Services [ [link removed] ]. Registrants must report:
* Whether the AMC oversees an appraiser panel of more than 15 appraisers in Texas or 25 or more appraisers in multiple states;
* Whether the AMC is a federally regulated AMC;
* Ownership information; and
* The number of appraiser panelist who performed work on one or more covered transactions in Texas during the reporting period.
The AMC National Registry Fee is $25 per panelist who performed work on a covered transaction between January 1, 2022, through December 31, 2022. This fee will be transmitted to the Appraisal Subcommittee. In addition, a 3% online processing fee will be applied, which will be transmitted to Texas Online. Neither fee is kept by TALCB.

TALCB Updates
In Memoriam: Robert "Bob" Hetrick
Robert F. Hetrick (Bob) died on November 4, 2022 in San Antonio after a short illness. Hetrick served as a Volunteer Appraisal Reviewer for TALCB for many years. "Bob was passionate about giving back to the profession, and his contributions will never be forgotten. Beyond being an excellent appraiser, he was a good person who put the needs of others before his own," says TALCB Director Melissa Tran. Read Hetrick's obituary [ [link removed] ]
AMCs Have Easier Path to Relinquish Registration
Appraisal Management Companies (AMCs) can now relinquish their registration in Texas at any point if they are no longer conducting business in Texas. Use the new "Appraisal Management Company (AMC) Request for Voluntary Relinquishment" [ [link removed] ]" form (TALCB AMCVR-0) to "request relinquishment to TALCB. Previously, AMCs could only allow their license to lapse.

Committing to serve as a Volunteer Appraisal Reviewer is a way for experienced appraisers to serve the public interest and contribute to the appraisal profession. Volunteer Appraisal Reviewers assist TALCB in performing appraisal reviews for experience audits, work product review requests, or complaint investigations.
