For years, our government has failed to live up to the responsibilities presented in centuries worth of treaties with Tribal nations. That's why I’ve worked over several years with the U.S. Commission on Civil Rights to identify the failures of the federal government in meeting those obligations – and to lay out a strategy for addressing them.
The Honoring Promises to Native Nations Act, which was written with extensive input from tribal leaders, would act as a significant legal framework to address the U.S. government's habitual under-funding of Tribal nations – specifically, as it pertains to health care, education, housing, public safety, and economic development.

It's simple: Our government has a moral and legal obligation to live up to the promises it made in the past and honor its trust and treaty obligations with Tribal communities. This bill would allot mandatory federal spending in key areas where our government has long neglected its responsibilities – and would acknowledge that these investments cannot and should not be optional.
I'm proud to introduce this legislation with Senator Warren and believe it is a step toward helping reverse the decades-long pattern of systemic underfunding of Native communities and to strengthen federal programs that support Indian Country.
