Fiscal Year 2024 Budget Priorities
|
|
In June 2022, City Council changed a Key Budget Date to include an additional Councilmember Budget Priority Memorandum in September. The rationale for the change is to better align the Councilmembers’ first memorandum with the Mayor’s and staff timeline.
The theme of my memorandum was “Back to Basics.” Back to Basics means that City leaders prioritize the City’s workforce and the delivery of excellent City services, and that aside from public safety, no new general fund positions should be added.
Last year, we added 800 new positions. As of September this year, we had over 2,000 budgeted and vacant positions. These vacancies include 130 in the Parks and Recreation Department, 185 in Development Services, 300 in the Police Department, and 387 in Public Utilities.
We must recruit and retain our workforce. We must offer competitive salaries and incentives to accomplish this.

I am pleased to welcome two new team members to District 1.
|
|
Carrie Shah is our Pacific Beach representative beginning December 12, 2022. She previously worked with the San Diego Refugee Communities Coalition and the San Diego Community College District’s PATH Program. Carrie has her master’s degree in International Relations from American University and her bachelor’s degree in International Global Studies from UNC-Greensboro. Carrie completed a service year with AmeriCorps Vista where she was the outreach coordinator for a digital inclusion project focused on generating internet access for rural public housing families.

Emily Lynch is our community representative for the Carmel Valley, Del Mar Mesa, Torrey Hills, and Pacific Highlands Ranch communities. Emily has experience working with several national nonprofits and has experience working on local and national political campaigns. She holds a bachelor's degree in Political Science with a minor in Spanish from San Diego State University.

CITYWIDE NEWS & OPPORTUNITIES

|
Free4ME: Supporting Menstrual Equity
|
|
In partnership with Youth Will, Planned Parenthood, and Invest in San Diego Families, I worked with City staff to advance menstrual equity in the City. Starting in 2023, the City will provide tampons and pads in 50 City libraries, pools, and teen recreation centers in all council districts with free access. Period Poverty is real, and no one should choose between a tampon or food.

Community "Win" Monthly Highlights
|
|
Sidewalk Vending
Worked to enforce Sidewalk Vending Ordinance on our boardwalks and in our shoreline parks with no reduction in protections.
|

Corrective action taken at La Jolla Hermosa Park
The channel in Bird Rock’s La Jolla Hermosa Park became blocked, diverting stormwater, and eroding the bluff. After considering several options, City Park & Recreation dispatched City crews to take corrective action.

Sidewalk Installation

Overgrowth Cleared
I-5 Freeway overpass medians on Del Mar Heights Road were cleared of weeds and overgrowth.

16 lights in Carmel Mission Park replaced.

Traffic Control
Secured traffic control signage at Pacific Sky Elementary School.

Ocean Air
Ocean Air Joint Use Field drainage issue solved by Parks and Recreation staff.

Trash Cleared
Trash, including a mattress, removed from the Public Right of Way on Calle Mar de Mariposa.
|
|
Streetlights
Streetlights replaced on Minorca Cove.
|
|
Paving
Bahama Cove repaved.
|
|
Overgrowth Cleared
Medians cleared of weeds and overgrowth on Governor Drive, Regents Road, and Genesee Avenue.
|
|
Construction Materials
Construction materials removed from the west dead end of Governor Drive.
|
|
Traffic Signal
Traffic signal activated on Governor Drive at Lakewood Street.
