"There are also some newer faces, such as Smart Approaches to Marijuana (SAM), which calls for a “third-way approach to marijuana policy” based on “reputable science and sound principles of public health and safety.” Groups such as SAM are trying to thread a needle, looking for ways to stymie commercial markets and the social normalization of marijuana without imposing harsh penalties on users."
