Now, each of these former speakers struggled to manage unruly caucuses that were full of members whose extreme views would have made them unelectable if not for gerrymandering. From Boehner's ouster at the hands of the Tea Party to Ryan's tussles with the Freedom Caucus, they've seen firsthand how manipulated maps prevent compromise.
