Inequities among Pittsburgh’s parks often follow lines of neighborhood disadvantage, such as income and race. Mayor Ed Gainey’s first budget will be the city’s second to incorporate a parks tax approved by voters, but the Pittsburgh Parks Conservancy questions whether the plan addresses park inequities.
