The December 2022 issue of Health Affairs features a collection of
papers on the topic, "The Health and Policy Implications of Building
Income Supports for Low-Income Families with Young Children."

Funded through the Robert Wood Johnson Foundation's Equity-Focused
Policy Research program, the articles examine significant racial and
ethnic disparities in eligibility and participation in income supports.

You are invited to join us on Thursday, December 8, 2022, from 1:00 p.m.
- 3:00 p.m. Eastern for a virtual briefing event at which selected
authors and experts will present their work.

They will discuss how policy makers can better understand the drivers of
disparities in access to income support programs-including the Earned
Income Tax Credit (EITC) and the Temporary Assistance for Needy Families
(TANF) program-and identify and evaluate innovative strategies to
reduce these disparities.

Featured speakers are:

* Kess Ballentine, Assistant Professor, Wayne State University, on "How
Low-Paid Parents Navigate The Complex Financial Landscape Of Benefits
Cliffs And Disincentive Deserts"

* Renee D. Boynton-Jarrett, Associate Professor, Pediatrics Chobanian &
Avedisian School of Medicine, Boston University

* Suniya Farooqui, Senior Data Analyst, Heartland Alliance, on
"Temporary Assistance For Needy Families: Sanctioning And Child Support
Compliance Among Black Families In Illinois"

* Jessica Fulton, Vice President for Policy, Joint Center for Political
and Economic Studies.

* Donna Ginther, Roy A. Roberts & Regents Distinguished Professor of
Economics, and Director, Institute for Policy & Social Research,
University of Kansas, on "The Association Between State TANF Policies,
Child Protective Services Involvement, And Foster Care"

* Rita Hamad, Associate Professor, Health Policy Studies, Department of
Family & Community Medicine, University of California San Francisco, on
Understanding Take-Up Of The Earned Income Tax Credit Among Californians
With Low Income As A Barrier To Health Equity"

* Jennifer Ng'andu, Managing Director, Program, Robert Wood Johnson
Foundation, on "Economic Well-Being And Health: The Role Of Income
Support Programs In Promoting Health And Advancing Health Equity"

Demographic & State Outreach Factors In Receipt Of The EITC Among
Hispanic Families With Children"

* Others to be announced

The centerpiece of the Health Affairs Journal Club meeting in December
is, "Understanding Take-Up Of The Earned Income Tax Credit (EITC) Among
Californians With Low Income."

Using data from their "Assessing California Communities' Experiences
with Safety Net Supports" (ACCESS) study-which included interviews
with 411 EITC-eligible Californians with young children-the authors
identify reasons for lower participation in the program and make
recommendations for counteracting those shortcomings.

On December 15, please join co-author Lia Fernald, the Brian and
Jennifer Maxwell Endowed Chair Public Health and Professor of Community
Health Sciences at the University of California, Berkeley, for a
detailed discussion of the paper's data, methods, and policy
conclusions. Health Affairs Senior Editor Laura Tollen will host.

Date: Thursday, December 15, 2022
Time: 4:00 p.m. - 5:00 p.m. Eastern
